Paul, while I was playing Hayden he went to use one of his orders in my shooting phase.. Now we didn't end up allowing and we continued to play the rest of the game only issueing orders in our own shooting phases.

The codex does actually say orders are to be issued in the shooting phase but actually does not specify whose phase.

I can see the 'INCOMING' order being very useful in the enemies shooting phase - are you able to confirm with GW if the orders can be used in the enemies shooting phase?

I'm not Paul, and no expert on the Guard, but the way the rules are written it does look like you can use the 'Incoming!' order in the enemy shooting phase. You just can't exceed the number of orders allowed in the turn, which means both shooting phases (ie with 1 Company command and 1 Platoon command you can issue 3 orders max a turn, over both shooting phases. If you use all 3 in your shooting phase, no 'Incoming!' order in the enemy shooting phase)

I can see both sides of the argument, but this is my take on the rules. Let's see how close I am when Games Workshop replies :D

I equally lack expertise in the IG arena but would suggest that if you are going second, giving an "incoming" order in your opponents shooting phase could really stuff up your orders. Orders have to be given in a very strict sequence and if you jump to a platoon level order your company commanders would be unable to give their orders.

Some interesting questions are coming out of the IG codex

I think "Incoming!" is one of the orders that can be issued by both. And i think the sequence is for that shooting phase, not both, although I might be wrong. Don't have my book atm, today was spent 'fixing' my room so I can't find anything now :D

there is a strict sequence but both the Company Commander and Platoon Commander can issue that order

i still think it would only be issued in the owing players turn

Haven't heard back from GW on this as they are a couple people down and it's busy. From reading it myself, you have to issue your orders before you do any shooting or running, SO, no you can't order your team in the opponent's turn. You need to anticipate what needs to go to ground, etc, in your own turn.
