The proud Spanish people, although presently troubled by the reactionary Carlist uprising have a long and prestigious history and seek to revitalize their nation and bring it into the Industrial Era. Domestic Policy Aims: - Collect $999 million pounds in the treasury - Build 10000 man o' wars - Make 10% of the Spanish population into soldiers - Cackle manically Foreign Policy Objectives: - Maintain an independent Spanish foreign policy - Secure our holding in America and Asia until such time as we wish to part with them - Secure certain concessions from the Moroccans (HOI3 borders- two states) - Eventually acquire Gibraltar from the United Kingdom - Inquire into the possibility of incorporation of Portugal into a federal Iberian state - Make inroads into our former colonies of Latin America in preparation for possible reincorporation into Spain

If the Spanish government wishes that its foreign policy remains directed by Madrid rather than Paris, we would advise them to maintain neutrality in European affairs. A Napoleonic France is just as likely to desire a 'buffer zone' in Catalonia as the Rhineland, despite propaganda to the contrary. |

If Spain wished to maintain an independent foreign policy then they would obviously not be concerned with the opinions of rival great powers vis a vis Spanish Foreign policy. Concerning our friendship with France, it is only natural that Spain would seek friendly relations with our large and powerful northern neighbour, however we hesitate to bind ourselves to a formal alliance or treaty and regard the friendship as strictly informal and treat any call to arms on a case by case basis. |

The Prussian diplomatic cable was merely an attempt to inform the Spanish govt, a future victim of French agression, of the ramifications of said agression, from the point of view of a current victim. We of course recognize that Spain maintains control over its own affairs, and only wishes to inform Spain of the tyrannical nature of the French regime. |

The United Kingdom strenuously objects to Spanish occupation of Portugal. We feel that Portuguese culture is both distinct and unique and their territorial independence is of great importance to the crown.

The Portuguese tongue is merely the bastardization of the glorious Spanish mother tongue and Portuguese 'culture' strikes a similar pattern. Whilst we are inclined to leave Portuguese Brazil to these uncivilized people, to have an outpost of barbarism so close to the Spanish motherland is nigh unthinkable. |

Whitehall is outraged by the Spain's attempt to subjugate the Japanese. The Spanish government is advised to halt their war of aggression forthwith. The United Kingdom stands ready to go to war on behalf of the Japanese people and to support their right to choose their own destiny free from European influence. Consider this a final note.

Let it be known that Italy will protect the integrity of Spanish possessions in the Americas, including Cuba, Puerto Rico, and as well the Phillipines. We will not let the Catholic people of the Phillipines nor Cuba be subject to some backward Japanese or the Protestant American rule.

The American education system is horrid, look at Detroit. The Italian King would rather go to school in Sokoto than in America. Italy was obviously stating the guarantee of the Phillipines and Cuba to Spain so they don't feel pressured to white peace out of their war.

Given that the alternative is effective subjugation under American rule, the Spanish are confused as to how the UK could consider intervention on behalf of the 'Japanese people'. Spain has never made any demands on the people of Japan and was merely acting in response to repeated American attempts to control and dominate Japan. Nevertheless, due to the jingoistic and imperialist attitude of the United Kingdom, as well as the French withdrawal from the war we will accept a white peace with Japan and hope that the international community will act appropriately if this war turns out to be merely an imperialist land-grab by the power hungry Americans. (Given that the US entered with the status quo war-goal they cannot demand anything anyway) |
