House of Lords
Please read. Everyone taking part in this game is expected to follow these rules.

1. China cannot be added into anyone's SoI, nor is anyone allowed to be allied to it. Chinese substates are spherable. Attacking China is allowed.

2. There is a limit of 35 BB points. For every infamy point above this at the end of the session, 5% of the player's prestige points will be removed from the player.

3. Nation switching is not allowed once the first session of the game begins. Any exception will occur subject to exceptional circumstances and at the discretion of the game master.

4. When at war with another player, nations are not allowed to launch attacks, OR move through, from a third nation which is not part of the war and which the defending nation does not have access to. This means e.g. no attacking or moving through your satellites which are no part of the war, since the defending nation will not be able to follow your armies in retreat and thus you will have a safe-haven to launch attacks from.

5. No disrespect or harassment of other players. If there is a dispute between two players, it will be resolved by the GM. His decision is final and not up for discussion. Continuous harassment of a player both verbally or ingame will lead to the prompt removal of the offending player from the game.

6. No wrecking of your nation. You are not allowed to bankrupt or otherwise trash your nation. If you make some honest mistakes its ok, but deliberately destroying your country is strictly forbidden.

7. If someone's country is annexed, he is allowed to choose another nation for the next session. Keep in mind that the GM will carefully examine if you didn't broke the rule above before allowing you to choose another one.

8. After 1850, the stockpile slider must be set at 75% or higher at all times. After 1880, it must be set at 100% at all times. The player must not seek to defeat this rule by going to the trade screen and setting stockpiles to not buying. If you can obtain 75% of your goods after 1850 and 100% after 1880, then you must buy them. If the goods are not available, you must still have them set to buy, because they can become available at any time. Basically, any attempts to avoid paying for your army and navy will be met with punishment.

9. If a player is at peace goes into debt and does not have a daily surplus in his budget, he must start disbanding armies/ships until his budget is balanced or until all of his army is disbanded. This is to ensure people can actually pay for their armies.

10. Use of the "MP Negotiated Transfer Wargoal" and of the "MP Conquest for Another Wargoal" must be approved by the GM, and cannot be used at all to avoid getting infamy from AI nations or in actual wars.

11. Gamey tactics such us (but in no way limited to) humiliating the same AI nation multiple times are not allowed.

12. Players are expected to be on TeamSpeak and in-game right at the start time.

13. Only GM can order a rehost. As it was very nicely put, "GM back-benching is forbidden". In case of GM absence, GM should appoint a replacement and if none is present, the host assumes the role of the GM for that session.

14. All players are expected to not make any delays during a rehost, rehosts should happen quick and smoothly. There may be exceptions, but most of the time we will start without you if you take too long(i.e 5 minutes).

15. If a player will be away, said player is to find his own sub or their country will go AI.

16. After 2 absent sessions, the said player's country will be considered AI.

17. Attacking an absent human nation is not allowed. This includes nations in their sphere of influence.

18. There is to be no OOC(out-of-character) drama whatsoever. We're here to play Victoria 2, not watch/listen to people argue or insult eachother. Expect a mute if you break this rule.

19. When people are muted by a GM, you are expected to respect this and do accordingly so. Saying anything while being considered muted will get you a kick for that session. There will only be one warning. Mutes will last for one session.

20. There will be no long/drawn out OOC disputes about whether someone broke a rule, did something wrong, etc. The parties involved in a dispute are to tell their side of the story to the GM, the GM will make his ruling on the issue and solve it, all parties are expected to respect the decision and move on.

21. Insulting and directly swearing at people is not allowed and will be dealt with a mute, due to the problems this caused in the last Sunday game. Everyone is expected to treat eachother with respect.

22. The GM is not allowed to hesitate and waste peoples time, the GMs responsibility is to act swiftly and decisively to resolve any issues to keep the game running smoothly.

23. Breaking the in-game 5 year truce against any nation is not allowed, this includes spheres of influence(not general alliances).

24. There is no official penalty for breaking player-made treaties, alliances, or non-aggression pacts, its the responsibility for the players to include their own penalties when making any treaty or pact. If both players agreed to a treaty and the terms, the penalties they chose will be enforced by the GM, however.

25. For peace, there will be forced peaces in obvious situations when a country has lost by a huge margin, which will be determined by the GM. This should be be used rarely and players are expected not to keep wars going just because they're mad they lost or to annoy the other people in the war. Forced peace will also happen when a country reaches 100% war exhaustion, no matter what.

26. For war, there will be a new rule that will encourage more lesser wars and colonial wars, so lesser nations can accomplish more. During a war, once the aggressor has occupied his wargoals, it is now responsibility of the defender to take action and retake his lands, if a forced peace is to be avoided. The amount of time a player will have to get back his lands will be decided later. An example would be, France holds Angola, Japan declares war on France for Angola and lands in it, occupying it all. If France doesn't take it back by a certain amount of time, France must peace out for Angola. This is to avoid not having to invade Paris just for a colony. This rule also applies to mainland European land, for example if France leaves Alsace-Lorraine undefended, Prussia invades and occupies Alsace-Lorraine, it is now the responsibility of France to be the aggressor and take their land back if they don't want to lose it in a force peace. Germany has no further responsibility to take any more action against France such as pushing forward from Alsace-Lorraine, unless they want more than just Alsace-Lorraine. Of course, this is just a forced peace rule to avoid people doing nothing in a war, and is completely seperate from peace deals decided on by players between themselves in a war. This doesn't mean you can't invade Paris for only Angola, etc, this is just an option.

27. Role-playing will not be forced, but is greatly encouraged to improve the game. Opening an embassy for your country, however, is required.

28. Under no circumstances are you allowed to de-mobilize and mobilize during a war.

29. When doing a fake land-transfer war, it is your responsibility(the person being declared war on) to remove all your player alliances before war is declared. You can of course re-ally after the fake war. This is to avoid unwanted truces and confusion about wars starting.

30. You MUST state your wargoals at the start of the war if you declare war. Once your wargoals are stated, when the time for a peace deal comes you won't be able to add more, depending on the circumstances. If the war cost you more than you thought, or a lot of soldiers, time, etc. and you feel you need more wargoals, you may inquire to the GM for more wargoals, the GM will decide whether you will get the requested extra wargoals based on the circumstances of the war and losses. You can ofcourse take away any of your wargoals at your own will. This is to allow for countries intervening or joining in wars to be better, and for said countries to know what they're actually fighting for. Countries defending from a war have no obligation to say their wargoals early should they sucessfully fend off the attacker and want some wargoals. You won't have to say the wargoals right away, you have 30 seconds after declaring war to state wargoals, for the sake of sneak attacks.
