You should at least make an exception so that you can build a fort in your capital, or port provinces that have a high risk of getting invaded.

The only rule change I like is being able to switch your capital, and some (such as no NFing soldiers in India) sound like they will have pretty horrendous effects on the game. I understand why you think this is a problem, as it makes the UK way too strong, but the whole point of this game is that not all countries are equally strong, and have all types of different things that need to be dealt with.

Then again they're your games, which you're taking the trouble to host, moderate, GM, etc. so obviously you can do whatever you want. And so far they're working out pretty well.
