FOREIGN POLICY

- Russia will work towards keeping the balance of Great Powers in Europe.
- Russia expects to maintain friendly relations with her european neighbours, including the Ottoman Empire.
- We will extend our influence in Central Asia and Far East, and will not accept any other Great Power meddling with Persia or northern China.
- We expect to maintain influence and a few ports ih the Asia-Pacific area, and are open for any agreements that promote peace between civilized nations in the area.
- Regarding americas, Russia will seek friendship with nations and possible investments in the future.
- Russia keeps the right to stablish a foothold in Africa through a possible Persian Gulf port.

DOMESTIC POLICY
- We will fight against revolution and defend the crown's rights.
- Education reforms will be enforced to push economic and scientific development.
- Industrialization is an important aspect of future economic growth and policies will reflect that.
- Population growth will be promoted to extend the russian culture to the sparsely populated siberian oblasts.
- Any subversive movement will be supressed without a second thought.
- Extensive army reforms to keep in line with the rest of the Great Powers.

It has come to our attention that Russia has land claims on the Kuril Islands and Sahkalin, we also consider these lands ours. Additionally you have stated interest in bringing Korea, Manchuria and Mongolia into your sphere of influence, this is something that Japan also has interests in.

To avoid pointless and bloody conflict between us that might erupt over these territorial disputes we propose the following treaty to you in order to facilitate good relations.

Treaty of Moscow

I. Russia recognizes Japans claims to Korea and wont interfer with Japanese interests there.
II. Russia recongizes Japanese right to settle and occupy the Kuril Islands and will not interfer there.
III. Manchuria shall be a neutral border state that will be left alone by Russia and Japan.
IV. Japan recongises Russias right to add Mongolia to its sphere of influecne and will not interfer there.
V. Japan recongizes Russias right to settle and occupy Sahkalin and will not interfer there.

The French Republic sends their regards to St. Petersburg.

France will likely not get ourselves involved heavily in Persia diplomatically, we would not oppose them being in the Russian sphere. That doesn't mean we won't protect one of the ancient civilizations of the world, and keep cordial relations with them.

All we're saying is, if any acts of aggression or foreign boots enter Persia, the aggressors can expect French ships and brigades to swarm the Persian Gulf to preserve Persia's territorial integrity immediately.

We're aware the Russian Empire seeks to hold onto their tyranny, we would be really interested to see how Russia plans to supress the rest of the world's liberal uprisings while they have their own problems and huge empire with dozens of minorities to uphold and keep suppressed. France will continue to support the spread of liberalism and getting rid of Absolute Monarchs.

The UK is up for discussion regarding East Asia policies, although most of East Asia belongs to the British sphere. We plan on preserving Afghanistan and Persia to create a buffer states between India and Russia. We also believe that Korea and Manchuria should go to Japan. Mongolia should be split between Japan and Russia, but we would understand if Russia wants to out right annex Mongolia. By keeping other major European powers out of East Asia, world peace should be easier to achieve.

Russia will take in consideration british beliefs regarding East Asia. Still, Persia is well into the russian sphere of influence, and any intervention from any external power in there will be considered almost as an internal affair.

Still, Russia plans to preserve Persia as is, with the exception of the concession of a corridor towards the Persian Gulf to acquire a port in the area.

Afghanistan can be discussed about, though.

North-East Asia claims are also Russia frontier affairs in which Britain has little to do, while we will still take any coment into consideration in the pursue of peace and harmony.

King Carlos V would like to thank the Russian Czar for his support in defeating the liberal rebels in Spain, and have the full support of the Spanish Crown in the future.

Hopefully France will come to its senses and bring its tone of imperialism and revolutionary liberalism to a crawl immediately, with the Russian Empire taking the charge, we expect this situation is diffused quickly.

We also ask for Russian support on the Morocco Question, if there is any between Spain and imperialist France.

If the USA wants Russia to stay out of the americas, it should refrain from any influence to north east Asia.

We are willing to get to an agreement on this.

The Russian Empire should hang its head in shame for being beat by a former colony such as the US. Clearly, the Russian military is no more than a joke, and should be seen as such. Russia's prestige surely will take a hit after this war.

While we won't pursue any reparation for such an insult, considering it just a mistake, we'd like to suggest the ambassador to check with one of his assistants for future treatises, when adding flags and other symbols.

Therefore, Russia will not sign this until the correct flag is in place.

The recent communication from Russia has made us believe that you are now willing to openly discuss the possibility of Japanese claims in the Pacific. Japan would like to inquire if the Russians would allow a Japanese annexation of Korea. The Tbilisi Declaration

The Tbilisi Declaration by France entails this:

- Any attempts at any further taking of land or aggressive wars against Persia by Russia will result in France being required to defend Persia
- Russia must agree to release the entirety of stolen Persia land(save for Azerbaijan which they took a long time ago), peacefully, by 1868.
- If Russia refuses to release the stolen Persian land, and give freedom back to the people of Persia, France will be declaring war and looking to liberate Persia by force, with a full land scale invasion.
- If it comes to war between Russia and France, it must be known that France will be taking more than just the Persian lands from Russia, we will be also freeing Georgia and Armenia as French puppet states, to keep a larger amount of the Caucasus mountains free of Russian influence to easier defend Persia from further attacks.

- France may or may not march to the capital to burn it down, to try to encourage some political reforms out of the Russians, if war happens.

Blatant Russian imperialism has come to far, Russia has no business being in Persia and having an Indian ocean port, given it has the largest land empire in the world already. We urge Russia to free it peacefully(via fake war), to avoid any bloodshed, or more loss of land.
