Prince von Metternich begs the King of the French to reconsider this destructive and unnecessary avenue. The Persian people are better off in the Russian Empire and the hundreds of thousands of lives that would be lost in a French attack would be wasted as Russia has shown herself to be fully capable of defending herself from French invasion in the recent past.

Persia is integral part of the Russian Empire. Not only Russia is not the biggest empire in the world, France also calls Russia imperialist, where Russia has no overseas territories and while France conquers lands far away in Asia, India, Arabia and Africa. We find this whole statement laughable at best.

That is not imperialism, that is colonialism, and bringing civilization to the world. Persia is as, if not more civilized than Russia, in our opinion, so it's imperialism, akin to holding onto Polish land or other European land.

France will also remind Russia that they do have an overseas colony, Zanzibar in East Africa.

We strongly suggest Russia take the peaceful route in this.

If the King of the French feels so enamoured towards the Persian Shah, why did the King of the French not intervene in the Russo-Persian war in the first place?

Japan wishes to know why Russia has invaded Manchuria, a Japanese claim.

Russia would like to remember Japanese officials the treaty of Korea, where Russia removed her influence from Korea for Japan to annex, in exchange of Japanese acceptance on Russian claims over Manchuria and Mongolia.

On a side note, while we expect China to accept Russian claims soon, the front line has just been stablished and it will take a few months until Russian troops can effectively assert our position in the Summer Palace.

Berlin has invested over £236,000 in Manchurian infrastructure projects. These investments in rail contribute over two points to our industrial score.

We are interested to learn what compensation will be provided in light of the Russian acquisition of the region. We look forward to recovering our assets and discussing the matter further with St. Petersburg.

As the railways seem to be operated by German companies, but most of the benefits flow now into the Russian economy, we are willing to offer half that ammount, that is, 118,000 pounds in compensation. However, we are open for negotiations, and compensation could not be exclusively monetary.

Status of the Manchurian Railways
Upon the annexation of Manchuria the entirety of the North German investment in the region will be turned over Russian authorities.

We wish to highlight that North German engineers have transformed Manchuria into one of the best railed provinces in all of the Orient. However, once the territory is annexed, the North German Confederation would no longer derive any benefit from our infrastructure investment.

Unfinished Projects
All the railway lines in Manchuria are iron rail-roads (level 3) with the exception of Manzhouli. Labourers working on the latest upgrades to the rail system in northern Manchuria seem to have abandoned their work sites, fleeting the advancing Russian Army.

The North German Treasury would like to reduce the initial figure requested to £54,000. We hope that St. Petersburg will find this sum, which we hope to re-invest elsewhere, to be reasonable and fair.

We find it very reasonable and have already issued an order for the monetary transfer.

We would like to propose the Austrian-Russian Non-aggression Treaty:

1. Neither signatory will declare war against the other signatory or that signatory's satellites or spherelings
2. Neither signatory will join an ongoing war against the other signatory or that signatory's satellites or spherelings
3. During a diplomatic crisis, neither signatory will take a position in opposition to the other signatory

Most gracious Tsar, we have enjoyed peaceful relations in the past and wish to continue pursuing such. We ask now for a non-aggression pact between our two countries. We are open to negotiation and find the Austrian model satisfactory:

1873 U.S. - Russian Non-Aggression Pact
1. Neither signatory will declare war against the other signatory or that signatory's satellites or spherelings.
2. Neither signatory will join an ongoing war against the other signatory or that signatory's satellites or spherelings.
3. During a diplomatic crisis, neither signatory will take a position in opposition to the other signatory.

We ask the USA to be patient while we work the diplomatic chains before commiting to a non aggression pact. Must be sure that no friend parties can get harm through this.

We are concerned about the increasing daltonism along diplomatic delegations in St. Petesburg. We have called a health comission to see if it has to do with temperatures or vodka, or a combination of both.
