Prince von Metternich begs the King of the French to reconsider this destructive and unnecessary avenue. The Persian people are better off in the Russian Empire and the hundreds of thousands of lives that would be lost in a French attack would be wasted as Russia has shown herself to be fully capable of defending herself from French invasion in the recent past. |

Persia is integral part of the Russian Empire. Not only Russia is not the biggest empire in the world, France also calls Russia imperialist, where Russia has no overseas territories and while France conquers lands far away in Asia, India, Arabia and Africa. We find this whole statement laughable at best. |

That is not imperialism, that is colonialism, and bringing civilization to the world. Persia is as, if not more civilized than Russia, in our opinion, so it's imperialism, akin to holding onto Polish land or other European land. France will also remind Russia that they do have an overseas colony, Zanzibar in East Africa. We strongly suggest Russia take the peaceful route in this.

Russia would like to remember Japanese officials the treaty of Korea, where Russia removed her influence from Korea for Japan to annex, in exchange of Japanese acceptance on Russian claims over Manchuria and Mongolia. On a side note, while we expect China to accept Russian claims soon, the front line has just been stablished and it will take a few months until Russian troops can effectively assert our position in the Summer Palace. |

As the railways seem to be operated by German companies, but most of the benefits flow now into the Russian economy, we are willing to offer half that ammount, that is, 118,000 pounds in compensation. However, we are open for negotiations, and compensation could not be exclusively monetary. |

We wish to highlight that North German engineers have transformed Manchuria into one of the best railed provinces in all of the Orient. However, once the territory is annexed, the North German Confederation would no longer derive any benefit from our infrastructure investment. Unfinished Projects All the railway lines in Manchuria are iron rail-roads (level 3) with the exception of Manzhouli. Labourers working on the latest upgrades to the rail system in northern Manchuria seem to have abandoned their work sites, fleeting the advancing Russian Army. The North German Treasury would like to reduce the initial figure requested to £54,000. We hope that St. Petersburg will find this sum, which we hope to re-invest elsewhere, to be reasonable and fair. |

Most gracious Tsar, we have enjoyed peaceful relations in the past and wish to continue pursuing such. We ask now for a non-aggression pact between our two countries.
