Greetings to the Empire of Brazil from the French Republic.

We would like to ask permission if we could sphere Brazil. We would offer French economic benefits of being in our sphere, protection, and potential military offensive help if Brazil would require it, whether it acquiring an African colony or further expansion in the South America.

France will respect Brazil's decision if they choose not to join our sphere, we don't intend to deal with rebellions in order to get out of our sphere, but know we will oppose Brazil joining anyone else's sphere.

We will also be launching a large foreign investment campaign in Brazil, including building railroads and factories to help the cash-strapped Brazilian government.

We're currently studying the alliance proposal. The distance between our two countries is still great, but we've no doubt once that in a near future, our countries will be close enough to achieve a military alliance. We don't know for now if you're claiming the Panama region, but please note that the Brazilian government reserves the right to acquire it. However, we're sure that an arrangement could be found.

Altough we would like to acquire Guyana, we're sure that we could find an agreement, because Guyana isn't worth the denial. But because this would be only profitable to us, we offer to you the protection of French Guyana from foreign aggression. An army would be stationned near the border. Anyway, we thank you for this great offer.

We wish to bring to the king a great concern of ours. The Spanish Empire and the Kingdom of Italy, both under leadership of new and radical kings, desire to upset the balance of power in South America.

We feel that your highness knows the difficulties a Spanish and Italian presence on the Brazilian border would bring to your interests. The U.S. is aware Brazil and France have entered into an alliance. However, we are also aware the French have signed a non-aggression pact with Italy, creating a conflict should war arise over Spanish-Italian illegitimate claims in South America.

We already know that France and Italy have colluded behind closed doors for the division of North Africa. It is this sort of political debauchery that we should fear coming to the Americas.

Should Spain and Italy gain a foothold in South America, we fear what forced our hand to enact the Monroe Doctrine in the first place: that the Americas should be a battleground for European powers to express their petty political conflicts. The UK, France, Netherlands, Italy, Spain - they would all be at our backdoor, bullying each country in the Americas to fight their petty wars.

As you are the predominant power in South America, and we are the predominant power in North America, we suggest an alliance between our two nations in an effort to thwart any evil ambitions of the European powers. This alliance will operate only to protect the Americas from European invasion, not to claim territory in other areas of the globe.

We understand you may have concerns of the United States involvement in South America. Rest assured, we are greatly concerned with European powers gaining a foothold in the Americas. We are not concerned with reasonable demands Brazil may make over territory under jurisdiction of its neighbors.

We respect the colonies of the European nations. They can fight each other about them if they want, but the americans nations are now free and civilized. They still have Africa, Asia and Oceania to fight over.

Following negotiations with the Empire of Brazil, the Republic of Chile presents the following treaty for ratification by the Imperial Congress. The National Assembly has already approved it. Kindly note that Chile has added clauses 7.2 and 7.3 to add flexibility to the document.

Treaty of Sao Paolo, 1873

Article 1
1.1 Brazil and Chile enter into a defensive alliance. They vow to protect each other's territories should one of the two parties be attacked.

Article 2
2.1 Brazil and Chile enter into an offensive alliance. They vow to help each other in wars, upon mutual consent.

Article 3
3.1 The two parties will grant each other access to their ports and military facilities, as well as freedom of passage throughout their domains.

Article 4
4.1 In the event of a war between France and the North German Confederation in which Brazil and Chile might be called in, the two signatories vow to only typically declare war upon one another. The present treaty will only be considered violated if a battle takes place between the two signatories. When war is declared, the two parties will have to temporarily withdraw any and all military units stationed in hostile territory.

Article 5
5.1 Should a dispute, diplomatic or otherwise, arise between Brazil and Chile, they vow to solve it diplomatically and not by force.

Article 6
6.1 In the event of a crisis, Brazil and Chile vow to not support opposing sides, nor to side against one another.

Article 7
7.1 The penalty for breaking this treaty will be 100 prestige points.
7.2 Both parties reserve the right to suspend the treaty after it expires but can renew it if both parties agree to do so.
7.3 Both parties reserve the right to derogate on the above-writ terms upon mutual consent.
