Imperial Japanese Embassy Japan is a proud nation with dreams of being able to rival any of the western powers. Japans proud history of never losing a war and the warrior mentality that is ingrained in Japanese culture leads to Japan as a whole being easily affended by foreign powers, coupled with a great ability to hold a grudge makes Japan a nation you do not want to anger. Capital: Edo Government: Absolute Monarchy Monarch: His Imperial Majesty, Ninko, Emperor of Japan FOREIGN POLICY - Be a Major Power in international politics - Assert full control in its lands of the Kuril Islands and Sahkalin. - Gain control of territories that will provide natural resources. - Keep as many of the western powers out of East Asia as possible - Avoid being forced into a western nations 'protection'. - Colonise as much of the pacific as possible. - Acquisition of Korea and Manchuria to provided needed coal and iron ore for industrial process. - Estabilish a sphere of co-prosperity in East Asia - Have Naval Hegemony in the pacific. DOMESTIC POLICY - Keep the Emperor in absolute control of the country. - Education reforms will be enforced to push economic and scientific development. - Industrialization is an important aspect of future economic growth and policies will reflect that. - Modernize Japan to be able to compete with foreign powers. - Movements that dont threaten the Emperors role will be allowed to exist. - Extensive army reforms to keep in line with the rest of the Great Powers. Japanese Respone to Prussia We thank you for the offer to provide food to help the peasantry. Such open hearted kindness is rarely seen these days. While at this moment we dont have anything that we can offer in return we hope this may lead to the blossoming of good Relations. Now on the topics of the South Pacific we must say you were rather blunt but, you are not the worst of the European powers we have talked with. While nominally we would prefer European Powers to stay out of the Pacific as most just want to leach away our resources and people, Prussia seems different, with that we have decided that we accept your territorial claim on cambodia and will not interfere there. In turn, however, Japan has long recognised the Dutch supremacy over the East Indies, and it is the utmost wish of the United Netherlands that this hegemony is acknowledged by Japan. Like few in Europe, we the Dutch feel very strongly about a dominant peoples' right to self determination, and we believe that the Japanese have long exhibited this property. Kyoto Declaration Japan is a sovereign, nation in on the east coast of asia. We have a proud martial history and have never lost a war, or have been invaded successfully. In the process of modernisation some may consider us backward and not a threat. This isnt true and we will make our selves felt, from this point forward any Nation that tries to make Japan a puppet in their sphere of influence without explicit permission for Edo, will see it self in a state of war with Japan. The Empire of the Rising Sun will not accept any terms in this regarde, we will not be force to cede out lands, people or resources it foreign powers. ((FYI this means if you get to friendly and 25 influence I will DoW, I may not be able to win but, its the precedent.)) |

We would just like to note, that due to the recent Treaty of Edo, any act against Japan is also an act against the United Netherlands, and will be treated as such. |

Seeing the strive of Japanese people for modernization and inclusion in the international community, Russia extends her wish to normalize relations and requests permission for a permanent embassy in Edo. We look forward to improve relations in the coming years, and are open to discuss any terriorial claims Japan might have in Asia. Treaty of Korea On Russian and Japanese spheres in Asia Both countries agree: 1) Russia will release Korea from her sphere of influence so Japan can take over its protection. 2) Japan agrees to respect Russian claims on Chinese lands, specifically Manchuria and Mongolia. 3) Japan and Russia agree to form a defensive alliance, and to oversee any other power intervention in east Asia. As Embassy from the Russian Empire so gracefully raised, there have been tensions between France and Russia. We find ourselves split between allies. Should Japan and the United Netherlands be called to arms in the wake of a Russo-French War, I would like to formalise our intent to not break our mutual treaties: Extraneous Alliance Agreement: - If formally in a state of war, the previous alliance treaties are not voided until a battle has taken place, or troops are placed on the other's soil. - While in a formal state of war, the right to Military Access is temporarily voided. - Both parties agree that should one party invade or engage the forces of the other in an extraneous war, then they, at that moment, and not previously, have broken the aforementioned alliance treaty, and it is only in this instance that the penalty should be applied.
