To HSH Prince Klemens Wenzel von Metternich, Greetings from The Kingdom of the Two Sicilies. Our country looks forward to an amicable and mutually beneficial friendship with the people of Austria, and pledge in advance our support to the noble effort of bringing back christian hegemony over the Balkans. There are, however, a couple of very pressing issues that we consider imperative for Austria to take a clear position on. First and foremost, we want to bring HSH's attention to the task of italian unification, one which the House of Bourbon, ruling house of the Kingdom of the Two Sicilies, has taken as its responsibility. In the heart of the vast majority of italians lies a desire for national unity, one which has been widely acknowledged not only throughout Italy but all across Europe. Unfortunately, the italian peninsula lies divided into several states, each either striving for control over its neighbours, or being strongly influenced by an external power. We wish to put an end to this, and form a unified Kingdom of Italy, home to all italians and guaranteeing the european balance of power, as well as committed to advancing christian interests in Europe and elsewhere. The cause for italian unity has received widespread support from european nations, and there is a sincere desire on our part that this goal is achieved through diplomatic means. France has already expressed willingness to support diplomatically the cause of italian unification. The issue at hand is, then, the status of Lombardy, an overwhelmingly italian region yet under Austrian control. Lombardy is considered a core region for a unified Kingdom of Italy, and thus the latter would not be such without the former. We are confident that Austria will be open to conversation on this matter, and we expect to begin diplomatic exchange as soon as possible. It is of great importance for our nation that the Austrian Empire understands the role that a Kingdom of Italy would fill as a loyal ally and supporter, as the people of Italy consider our two nations' brotherhood in Catholicism as a bond greater than any blood relation. We hope to hear back from Austria, and are ready to host a diplomatic conference in Naples including all relevant parts should Austria and/or France desire this to be so. Another matter that Austria should take into consideration is the civil war in Spain, in which we urge the Austrian Empire to take a conciliatory role (one which The Kingdom of the Two Sicilies would gladly take were it not for our relatively unimportant position in the european concert), while supporting the legitimate king Carlos V. It is, we believe, in the greatest interest of the whole of Europe for this conflict to not extend outside of the Iberian Peninsula. The Prince von Metternich would like to remind the Sicilian Ambassador that Lombardy was ceded to Austria during the Congress of Vienna, agreed to by all the Great Powers of Europe, and that it would be a great blow to the prestige of all said Great Powers were the Congress of Vienna to be rescinded after less than two decades of being in effect. In the interests of the prestige of the United Kingdom, France, Russia and Prussia, Austria will not agree to cession of Lombardy at this time (the Ambassador is welcome to open this issue again in the future if all the said Great Powers agree that this course of action is in their interests). Regarding the troubles in Spain, representatives of His Imperial and Apostolic Majesty are still attempting to gather information on the best course of action. The Prince von Metternich believes closer ties within the Zollverein, including entry of Saxony and other North German states into a Confederation, might be in Austria's interest were said North German Federation to formally state its position on other matters pertaining to Austria. |

Russia warmly receives diplomatic missives from our Austrian neighbour, and sends a horse from the finest blood as a present to the Austrian emperor in sign of friendship. We await an Austrian statement in Kattowitz regarding Polish Question, a matter both Prussia and Russia have mostly settled views about. |

The Caliph would like to extend greetings to the Kaiser, pleased about the Austrian support of an Ottoman Tunisia. He also would like to hold some meeting about the future of our two Empires, such as attempting to answer a few "Questions" and the possibility of a defensive alliance. We will work out the terms of the agreement if you are interested. |

Article II: The Contracting Parties shall not enter into a state of war with one another’s allies Article III: The Contracting Parties shall not enter into a state of war with countries within one another’s spheres of influence. Article IV: Conflicts arising between countries within one another’s spheres or between one another’s allies will be resolved by ad hoc agreement. Article V: The Contracting Parties agree to assist in the suppression of uprisings. Article VI: The Contracting Parties agree to a defensive alliance and to remain open to the possibility of taking offensive action upon mutual consent. The Kingdom of Italy wishes to make a formal complaint against its sphere leader, The Austrian Empire. Without any type of diplomatic explanation and in disregard of the widely accepted italian claim, Austria (which had previously claimed to hold no colonial aspirations) invaded Ethiopia and made it part of its Empire. Italy was never against an austrian presence in Africa, and went as far as to offer to cede one of its claims, yet HM The King of Italy feels that an injustice has been committed by the austrian's sudden and unexplained action against Ethiopia, while Italy was finishing the annexation of Algeria and was preparing to launch the conquest of Abyssinia. We believe that an austrian apology is in order, and that some form of reparation should be made. HM The King of Italy does not expect the Habsburgs to suddenly come to reason on the Lombard Question, yet believes that a relationship of mutual respect must be maintained between neighbouring countries. EDIT: it should be noted the Austria, during a period of relative military weakness, annexed the italian claimed territory while a non-aggression treaty did not allow Italy to take a stand against it. It could very well be argued that such action, while not against the "rules", when against the spirit of the agreement. |

Prince von Metternich had so little interest in colonial matters that he simply was not aware of the Italian claims to Ethiopia. Austria apologises for acting without enough consultation and is willing to make reparations as part of an extension of the non-aggression treaty: The Second Austrian-Italian Non-aggression Treaty 1. Neither signatory will declare war against the other signatory or that signatory's satellites or spherelings 2. Neither signatory will join an ongoing war against the other signatory or that signatory's satellites or spherelings 3. During a diplomatic crisis, neither signatory will take a position in opposition to the other signatory 4. Austria will pay £400,000 to Italy in exchange for her claim on Ethiopia 5. The penalty for breaching this agreement will be -100 prestige |
