The Bank of Amsterdam, first founded in 1609, is the world's oldest Bank that is still functioning, and was the first real Institution of Global Free Trade in the World. It is with the generous support and initiative of the North German Federation that the Bank of Amsterdam is to be used as the organ for a New Fund, dedicated to the aid and development of mankind. The Fund, totalling £100 000, funded equally from the United Netherlands and the German Confederation is to be commissioned by any who feel they qualify, and if none come forward, shall be partially invested to prolong and increase such funds. The decision on how to distribute the Fund is to be made by a delegate from the Bank, a delegate from the United Netherlands, and a delegate from the German Confederation. The Bank shall have a greater share in the decision than either of the two investors, in an aid to keep politics out of the way of progress. Please note that under no circumstances can a world power qualify for such aid.

The King of Italy is a big admirer of this initiative, and is pleased to see that the United Netherlands and the North German Federation are willing to take the first step and contribute financially to human development. We believe that the resources of the fund should be granted to underdeveloped western nations, such as Chile and Peru, as to contribute to their industrialization. Thus, economic independence would be furthered for this latin american countries, and they would be in less need to submit to foreign interests that seek to exert influence over the americas through economic aid. If the resources are used for ends such as this, The Kingdom of Italy would be anxious to contribute to the fund. [OOC: shoot me a PM, Ice] |

The Bank would notify the International Community that all are welcome to contribute and suggest applications of this Fund. The Bank is conducting and commissioning enquiries as to whom the money would be best utilised by, and then once a shortlist of nations has been made, the delegates from various contributors and the Bank will decide how the Fund should be divided and allocated. (OOC: On a more general note, the idea for this bank is so that the millions we'll all end up with in our treasuries later can be put to good use, either in investing in other, smaller nations or trading stockpiled goods later [which I imagine could become very lucrative] - this also gives the opportunity to hopefully game the market into making aid to various industrialising uncivs possible, by transfers straight to the stockpile. I know that Japan might have a hard time getting clippers, so Japan could take out a loan to buy some stockpiled clippers from the UK, for instance.) |

Asset Trading at the Bank of Amsterdam: The Bank is opening for the negotiation and trading of contracts for stockpile and material transactions. All goods are traded per unit, at the end of session prices, and transactions will take place between sessions. When trading for assets, you may keep your assets stored at the bank (out of the game) until such a point at which you require them. When selling assets in an immediate contract, you must have said asset in your national stockpile, which will be removed in a Bank save edit between sessions, and then added to the person buying them (and the currency added either way). The Bank will also maintain an Account of various Assets, which will be bought from its Budget. You may store assets above and beyond that of your size of your national stockpile, but obviously transactions to and from your Account may only be in a maximum size of 2000 units. The Bank is also negotiating future contracts. If you wish to buy some good, you may purchase a guarantee for this from another player or players. The players are then required to find the sum of the assets by the end of the next session, upon when it would be deposited into the Bank, and then transferred to the guaranteed party's Account. Guarantees are purchased at the price at the signing of the contract! If prices change after the signing, then it is to the pleasant benefit of one party and the unfortunate detriment of the other. Please note that no trades for immediate assets can occur until the next session. The Bank will maintain a new unit of trade: Dynamic Materiel, which as of this message (1/1/1863) is valued at the sum of the upkeep of One Infantry unit and one Artillery unit for one day, with a complete set of 1850s technology. As the world progresses, and the armed forces change, this unit will change in consistency. I'll just post a general summary of bank mechanics, as it can be a bit confusing while I'm speaking in Victorian English. Basically, you post saying you'd like to open an account. Once your account is opened, you can then post asking for various contracts, which can be to do with the sale of assets, from the national stockpile, either on loan or paid for immediately, ask other players for a loan, or offer loans to other players. Any transactions you want to actually make with the bank, such as depositing an asset or withdrawing money etc, will be made either by post in the thread or by PM to me. If you want to make your account details (ie, it's contents) public, you can, but I won't automatically. Once you deposit things in the bank, it's removed from the game until you ask for it again. If it's an asset, it is removed from the national stockpile. If you don't have that much, as much as can be removed will be. If you withdraw, it is added, etc. Trades happen while goods and money are in this state of nonexistence in game, and then before session start on Friday, all the changes are edited into the save. I will keep a listing of all accounts, but I would also encourage you to record your transactions in case I make a mistake. |

OOC: Unfortunately, I'm having to argue the case for asset trading, as it's apparently against the house rules. I hope that my points are sensible enough that the directed trading brings enough for a benefit for the game that it outweighs the possible harms of it. We'll see. Certainly, though, currency related futures are completely up and raring to go. Feel free to offer long term loans. |

The Republic of Chile would like to open an account. Chile could benefit greatly from the Bank's financial assistance, especially with regards to Funding Stream A: Encourage strategic industrial development. Within the coming days, the Ministry of Commerce and Industry will publish a report on the economy of Chile, as a means of attracting investors from around the world, the Bank of Amsterdam included. It will outline the strengths and weaknesses of the Chilean economy, its major imports and exports and highlight areas which the Government of Chile believes should be developed based on what resources Chile has available. |

Banks are the tools of Capitalist Oppression of the Working Man, and henceforth, this institution will be closed. We should note that despite the hurried rise to power of the Glorious Communist Party to the Democratic Peoples Republic of the United Netherlands, we are intent on doing things properly, and all currently required business will be concluded satisfactorily.
