Chile, officially the Republic of Chile (Spanish: República de Chile), is a nation in South America, bordered to the east by Argentina and to the north by Peru and Bolivia. It's capital and most populated region is Santiago, also known as Santiago de Chile. The nation spans a total of 756,000 square kilometers and with a population of approximately 1.3 million has a population density of 1.7 per square kilometer. Having gained its independence from Spain in 1818, Chile has vowed to declare war on any power seeking to add it to its sphere of influence, with the exception of the United States. Chile currently has border disputes with Peru, Bolivia and Argentina.

Chile is currently in the process of industrialisation. In 1857, it had the 38th largest economy in the world at £262, comparable to Greece. It was also the 4th largest American economy after the United States, Brazil and Mexico. In terms of GDP per capita, it stood at £19.37 (23rd), and third in the Americas, after the United States (£19.52) and Haiti (£19.44). However, this is a drop from 1848, when Chile had the 15h highest GDP per capita in the world (£17.01), and the highest in the Americas. The country's workforce is ranked 44th worldwide, at 277,650 people.

The U.S. has spheres and allies throughout the South America, and we wish to keep amicable relations with all of these nations.

Our Monroe Doctrine, as you know, protects South American nations from European invasion - but we do not interfere with any internal conflicts within the South American continent. This is an effort to prevent favoritism and support the Monroe Doctrine - we wish to avoid a situation where a South American nation seeks European intervention in war.

We do wish to renew our defensive pact, however. We will also renew our war subsidies to your cause, as we wish Chile all the best in the New World. Might we recommend you petition the Mexican government for an alliance or a temporary alliance to aid you in your territorial claims? Mexico is a close friend and ally of the U.S., and has the military capabilities to bring a swift end to the Third War of the Pacific.

The U.S. Congress recently voted to allow investment into foreign countries once again. We will attempt to invest heavily in Chilean industry, within a week's time, in an effort to boost your international standing.

The Spanish Empire wishes to inquire why the Chilean Government calls Spain the "Anti-Christ". This is deeply insulting as Spain has had no hostilities with Chile since the Napoleonic Wars.

We would like to normalize relations with our former colonies, but Mexico has been indoctrinated by the United States to spread hate and resentment, even betrayal in war.

We hope Chile is an exception to the rule in the Americas, and hope we can have a bright future, without spewing venom towards each other.

We would even go as far as a Non-Aggression Pact being signed, and subsidizing the Chilean War effort.

The Government of the Republic of Chile would like to make public its claim on Easter Island, an uncolonised island in the Pacific Ocean, 3,315 kilometres from the coast of Chile. It is vital for the security of Chile's extensive shoreline that Easter Island be under Chilean control.

Any attempt to colonise the island will be seen as a provocation against Chile and her people and said colony will be seen as occupation of Chilean territory.

Article 1
1.1 Chile and the North German Confederation will enter into a defensive alliance. They vow to defend one another's territory should one of the two parties be attacked by another power.

Article 2
2.1 Chile and the North German Confederation will enter into an offensive alliance, taking joint military action on matters of mutual consent.

Article 3
3.1 Chile and the North German Confederation will enter into a non-aggression pact. Should diplomatic, territorial or other disputes arise between the two parties, they vow to solve them diplomatically and not by force.

Article 4
4.1 Chile will henceforth be included in the sphere of influence of the North German Confederation. Article 7
7.1 Either of the two parties vow to not join a war or conflict against each other, or risk breaking the terms of the present Treaty.

Article 8
8.1 In the event of German unification while this treaty is in force, the terms of the Treaty shall extend to the newly-unified German state, and the two contracting parties shall be Chile and Germany.

Article 9
9.1 Breaking the terms of the present Treaty shall cost the infractor nation a total of 75 prestige points.
9.2 Both parties reserve the right to suspend the treaty after it expires but can renew it if both parties agree to do so.
9.3 Both parties reserve the right to derogate on the above-writ terms upon mutual consent

For decades, most of Latin America has found itself in a position of decline. The Wars of Independence waged against Spain and the promise of a united and free South America has been largely replaced by powerful generals and degenerate systems democratic only in name. Argentina, Bolivia, Paraguay - nations with such potential at their Independence whose love of liberty has been taken over by greed and corruption. Ideology has been replaced by nationalism, and wars are waged not for the betterment of nations and the expansion of the ideals of Freedom and Liberty, but to increase the power of individuals.

Chile, one of the most democratic states in the world, has also seen its share of decline. Our system is not perfect; Although flawed, our system allows freedoms and liberties guaranteed only in a handful of other sovereign states. The Chilean people have a right to decide what is best for them, and politicians must bow to their wishes.

It has been half a century since the Wars of Independence, but the memories of José de San Martín, Simón Bolívar and Bernardo O'Higgins still lingers in our minds. They did not envision a free Chile, but a free South America. Until such a time when all peoples in South America live under the rule of democracy, Chile shall not rest, for Chile has taken it upon herself to free the peoples of South America living under oppressive, undemocratic regimes and shine upon them the light of Freedom and Liberty now enjoyed by a minute portion of the population.

Chile is destined for greater things. The unification of South America under the leadership of Chile is a goal all Chileans should embrace, for it is a just cause. No longer shall there be oppression in South America - only Freedom, Liberty and the Rule of Law.

We congratulate you on your two victories in South America and are impressed by your diplomatic and military prowess. As you may be aware, the U.S. has claimed several islands west of Easter Island. As promised, the we have refrained from colonizing said island. Although we believe no other nation has developed a naval base that is close enough to your island, such that they may claim it, we hope that your claims are respected by the international community, and we intend to defend your interest there.

Unfortunately, the government of Chile does not wish to renew our non-aggression pact. Please do not consider this an act of hostility against Spain, but Chile believes that your new role in South America might lead us to dishonour our existing alliances by having to honour one with Spain.

We wish Spain prosperity, and we will not interfere with your American affairs at present so long as you promise to do the same with Chile.

Santiago's reluctance stems from the Spanish crown's cold greeting towards the new government of Brazil, with which we have excellent relations, rather than an attack by an ally of Chile on Spain. Given the on-going conflict in Panamá, an attack on Spain at present would be foolish to say the least.

The Kingdom of Peru would like to apologise to the Republic of Chile but unfortunately we cannot return to you what was never yours to begin with. Before we arrived, Easter Island had only ever been ruled over by the native Polynesians who have all now taken Peruvian citizenship. To be perfectly honest we couldn't care less what land you may claim in your embassy, the truth is the reason Easter Island was not colonised by Chile in the first place was that due to their terrible standing in the world nobody recognises their claims. Peru as one of the top 16 nations of the world is able to claim colonial land, a status that for now Chile can only dream of. Even still, just because you may state a claim does not mean you suddenly own that land. Peru could claim London, Paris or Berlin but that doesn't mean anyone in Europe would care.

It appears that the regime in Santiago are suffering from delusions of grandeur if they think it is appropriate for such a small insignificant nation to have colonial holdings. They should stick to famines, witchcraft, human sacrifices or whatever it is primitive nations like yours do, know your place in the world.

No doubt your already planning for a real country you have allied with to come and help poor little Chile take Easter Island by force and this really just goes to underline what a pathetic nation Chile really is. How very embarrassing it must be to be completely incapable of doing anything on your own.

With outside forces invading South America I think now is the worst time for you two to be fighting over Easter Island. Reminiscent of the Indian feudal lords fighting as the English ate them up piece by piece. That is all I am going to say on the subject until january 1st 1884.
