The wargoal stated is for Panama, Spain also wishes to acquire the nations of Venezuela, Columbia and Ecuador to be reinstated into the New Kingdom of Granada. The nations stated will be taken at a later date (Due to infamy limitations) we ask that the United States and her allies do not interfere with this process. A Non-Aggression Pact is available to the United States and Mexico from Spain if a discomfort is felt due to a Spanish presence once again on the mainland of the Americas since the time of Napoleon, we shall gracefully accept one with either or both nations. Spain does not want to bring tension over this situation, what is claimed here by the Spanish Crown is the maximum limit of expansion, so the nations of Brazil, Chile and Mexico are safe from Spanish incursions. If either the French or Italian delegations wish to speak, they may. Same goes for the American or Mexican delegations on this pressing matter. Brazil and Chile are given observational privileges to this treaties creation and progress due to close proximity of the conflict, please send a private telegram to the Spanish Foreign Office to speak of your concerns. Terms of treaty: MANDATORY TERMS France signs a Non-Aggression Pact with the United States and Mexico Spanish Terms - Spain acquires Panama - Spain acquires Columbia, Venezuela and Ecuador without intervention of all parties involved (At a later date) Italian Terms - Italy gains spheres of Columbia, Venezuela and Ecuador from United States (Depending on which France chooses not to sphere) French Terms - France gains spheres of Columbia, Venezuela and Ecuador from United States (One or more may be transferred to Italy, pending on France) Signature of involved nations within conflict to end war and agree to terms above: Spain [x] Signed France [x] Signed Italy [x] Signed United States [x] Signed Mexico [x] Signed If the treaty is signed within these terms, the violator of this treaty will be penalized 200 prestige and 1,000,000 pounds from their treasury to be equally distributed to the nation(s) who have not violated it. |

France believes allowing myself and Italy to sphere Venezuela, Colombia, and Ecuador would be more suitable, rather than a promise to allow Spain New Granada with those countries still being in the spheres of the US.

I had sent envoys to both Chile and Brazil requesting input on an American peace in this war and what it may hold for the future. Because our requests have been unanswered and hostilities may resume tomorrow, and because the U.S. has abandoned the Monroe Doctrine due to little-to-no reward to our interests for upholding it, we will likely sign this peace deal. However, it has become increasingly clear to the U.S. and to Mexico that France desires to dismantle U.S. and Mexican African colonial holdings. We believe that should we NOT accept this deal, France will merely invade our African holdings and take them from under us. It would be against our interests to sign this peace deal and in only five short years our African holdings will be under French attack yet again, probably when we are already involved in another conflict. Therefore, we will sign this treaty only if France agrees to enter into a non-aggression pact with the U.S. and Mexico as a part of this treaty. This is essential to protect our long-term interests and without it, we cannot accept a peace for this war. |

The Spanish Foreign Office shall make discussions with the French delegation to this American concern over the territorial integrity of its African holdings. As far as we know, France had relinquished any and all ambitions of expansion into Africa at the expense of the United States and Mexico during the very early stages of the war. But, once the French delegate arrives to speak on this, we shall hope this issue is put to rest quickly. And once both sides come to an agreement if so, a modification of Non-Aggression Pacts shall be made mandatory for United States/Mexico and France. We hope this is satisfactory for the Americans and its Mexican ally. |

Thank you for communicating our concerns with France. The U.S. has grown increasingly distrustful of the word of French diplomats. We have interests all over the world - too many to list here, and only a non-aggression pact with France will suffice due to past bad-faith acts. If you are concerned with future war with the U.S. and Mexico, we can sign a non-aggression pact with Italy and Spain as well, though this is not required of us to sign this peace. Further, may we ask that the U.S. receive monetary compensation at sometime in the future for the loss investments due to annexation of northern South America, as Germany will be receiving? If so, we can provide an estimate. Panama would NOT be included in this estimate of course, and we feel this is fair to those capitalists who have sacrificed so much to see a brighter future for those South American citizens in need. |

With a French signature, we await the American delegate to put pen to paper and make this declaration of peace and terms official, we also await the Mexican and Italian delegations on the subject to voice their opinions and sign as well. |

The Kingdom of Italy will only sign the Treaty of Balboa, when the US has agreed to sign the Treaty of Turin. |

We have finally had time to read the treaty and didn't realize we had no priveleges to speak, we apologize for this, however we will not be signing this treaty under our new government. While we have no plans on taking any land inside New Granada, we do not agree to sign onto a guaranteeing of it's sovereignty for the lifetime of this game. |
