The Persians would like to discuss the division of territory in Central Asia, and in between the lands of Persia and British India. The Persian government would propose a division of land as such between the British, Persian, and Russian Empires in Central Asia.

Do the Russians find these borders agreeable?

The Ottoman Empire returns the well wishing of the Russian Empire. We also hope for a peaceful and cooperative relationship, and to avoid conflict. As the acknowledged defender of his most splendid highness's christian subjects, we hope that the Tsar will continue to be a friend.

The Swedish Diplomatic Corps greet the Tsar and hope to discuss the means of liberating Finland and making it part of our domain. The Kingdom of Sweden is willing to pay the price if the noble Tsar wishes to listen to our request.

The Congress of Gran Colombia was thrilled to have received the notice of the Czar. Every member of the Congress, wishes the Russian nation nothing but good days ahead.

Japan urges Russia to delay the selling of Alaska. In the future, japan should be able to outbid any other countries. Furthermore, if Russia is ever in need of money Japan would be willing to buy parts of Siberia.

OFFICIAL COMMUNIQUÉ
of the EMPIRE of GREATER JAPAN

To all whom it may concern,

The Empire of Greater Japan is glad that if something came out of your war of aggression in Manchuria, it is the cowardly manner in which Russia conducts her wars, wars in which Russia would see a swift defeat in where it not for her large mobilisation pool. Why else would Russia wait until the Japanese counter-offensive in Manchuria, in which Japan re-captured important lands, to mobilise? In private discussions between Their Imperial Majesties, Russia reassured Japan that you had no ill intentions towards us but this was, it would seem, a blatant lie typical of European imperialists.

In light of the above, Japan has colonised, without the consent of your Government, Sakhalin and the uncolonised portions of Hokkaido both of which have been accepted as States of the Empire of Greater Japan.

Signed,

Yamagata Aritomo
Prime Minister

OFFICIAL COMMUNIQUÉ
of the EMPIRE of GREATER JAPAN

To all whom it may concern,

Perhaps in St. Petersburg there is a different definition to 'aggression' than in Tokyo, for last time the Government of Japan looked up the word, it pointed out the power which took land to be aggressive - not the one whose lands were taken away.

If the Russian Empire wishes to review the conflict, then perhaps your government does not remember that Russia threatened Japan with war if it did not annull its treaty with Britain and Canada, citing irrational fears of a Japanese invasion which Japan neither planned nor wished. The Russian Empire would do well not to paint a picture of herself as the victim, for clearly you are a power less civilised than those you claim to be superior to. Civilisation is not measured by grand palaces, but by the blood of martyrs dying in defence of rightful causes. Launching unprovoked attacks for lands which you have no rightful claim on are obviously not included.

On the matter of your ludicrous accusation that Japan believes in the "irrelevance of Russian power in the Far East", Japan would like to officially demand proof that the Japanese Government ever supported such a view - rest assurred you will not find a single Japanese statement - private or public - to support this. Should your government fail to provide such proof, you will have been exposed for the irrational aggressor that Russia really is. The only power which Japan ever characterised as 'irrelevant' in Asia was Italy, for obvious reasons. If anything, it is Russia that believes in the irrelevance of Japan, as is evident by your uprovoked invasion.

Should your government wish to grow up and accept the fact that it is, in reality, a warmongering menace, perhaps Japan and Russia might advance to the future with some optimism. Until the time comes that Russia decides to stop camouflaging its cowardice behind a rather thin veil of irrational and incohesive pretexts for imperialist aggression, Japan will take any and all actions necessary to safeguard itself. The Russian Empire had a friend in Japan, but your brutish behaviour has created an enemy where one would not otherwise exist; and the blame lies solely on Russia.

Signed,

Yamagata Aritomo
Prime Minister
