In response to the government of the United States of America, Cuba was indeed acquired by Canada from the rebellious Confederate States of America. This action was take as the President of the USA at the time was incapable of anything, even demobilizing or moving the army after the war was impossible for him. This meant that the Cuban people were being oppressed by the harsh, oppressive plutocratic kleptocracy that was the Confederate Government, and as a free liberal nation it was our duty to stop this oppression and bring Cuba back to a free liberal democracy.

The desire of the President to require Cuba is an interesting proposal but, seeing as the government of the USA seems like it is unable to handle themselves we are unsure whether this is a wise decision. Whats more the people of Canada have sacrificed much to get the island liberated and many Canadian are now making the island their home, leading to the question, what possible does the United State have to offer that could compensate for these poor Canadians being separated from their homeland and the losses of life experienced by the Royal Canadian Army in its liberation campaign?

If the United States government can provide a good answer to this, or propose a good compromise we may be willing to turn over the island but, as of this time we are unsure whether it is wise or not.

As per informal discussions France has the following offer:

1. The transfer of American Colonial Africa to the French Nation. (This doesn't include American States in Africa).

2. A monument of appropriate grandeur will be presented to the People of the United States by France as thanks for their support in these difficult times.

3. Talks will be held at a future date discussing possible future military ties between the two nations.
