[align=center] REGARDING THE GERMAN CONFEDERATIONS 1836 [/align] <span style='font-size:10pt;line-height:100%'> The Prussian Diplomatic Corps thanks the Austrian Foreign Ministry for their kind salutations and for commencing important discussion regarding the future of the German Principalities. We are pleased to understand that both Vienna and Berlin can reach an amicable resolution to the Saxon Question and, pursuant to private conversations, likewise agree in principle to the foundation of the Northern and Southern Confederations of the Germanies. Turning to the first draft of the Treaty of Leipzig, the Prussian Foreign Ministry is of the opinion that certain clauses warrant revision and clarification prior to the affixing of our signature upon the document. We invite Austrian representative to further dialogue on the matter, and appreciate the time and consideration that Vienna has already invested in this delicate and important matter in Continental diplomacy. While the Kingdom of Prussia is prepared to transfer the territory of Sigmaringen to Austria, we feel that we cannot renounce our ties and title to the ancestral seat of the House of Hohenzollern, as such a renunciation could be misunderstood to forever relinquish our ancient claim to the territory, which we confirm is not our intention. To clarify, we are fully prepared to transfer the territory. We are not, however, prepared to extinguish our claim to the ancestral seat of the Prussian Royal Family. Furthermore, we would seek to incorporate into the Leipzig document certain provisions that guarantee that the South German Confederation, once formed, will have its territorial integrity safeguarded. We seek assurances from Vienna that Austria will not seek to annex territories that form the said confederation, with an assurance of the same from Prussia. Likewise, we would ask that the South German Confederation is protected from foreign predation. As such, the Kingdom of Prussia invites the Austrian Foreign Ministry to consider some additions and minor revisions to the existing text of the Leipzig Treaty. The Prussian Ambassador to Austria is available for further discussion on the subject and looks forward to crafting a comprehensive agreement with Vienna as our two countries deepen the close and friendly relations that continue to develop between our states. The Austrian Empire and the Kingdom of Prussia, and their successor states, agree to the following terms:

However, if we may indulge the hospitality of the Austrian Foreign Service by presenting one further point prior to the signing ceremony, we wish to suggest that the manner in which the treaty is presented is revised ever so slightly. While we are grateful for the honour shown to the Kingdom of Prussia by our Austrian neighbours, we cannot, in respect for the Hapsburg Monarchy, accept for our crest to be placed above that of the Austrian Empire. It may, we understand, seem pedantic, but we cannot allow ourselves to abandon protocol. Moreover, it is our intention to view Austria as an equal partner vis-à-vis the future of the German principalities, and would not wish to give any impression [even in any minor fashion] to the contrary. As such, we invite the Austrian Foreign Ministry to consider displaying the crests of Austria and Prussia side-by-side. [align=center]

Having at long last the hostilities ended between our two opposing coalitions, and the land of Italy being drenched with the blood of dead men of a dozen nationalities, The Kingdom of Sardinia hopes that a new era of cooperation may begin with the Austrian Empire and The Habsburg family. We wish to re-establish diplomatic communications as soon as possible, and to begin anew a project of italian unification that may be found agreeable by the different nations of Europe but Austria especially. |

[align=center] [/align]In 1836 our predecessors signed the Alliance of Three Emperors, as you both know then Russia has been a strong support of the alliance ever since, going as far as sending massive amounts of manpower to fight in the Italian Campaign against the French and their allies. For while we may have lost the war, we have not come out as weaker, instead we have grown even more powerful. This is just one of the many reasons that I, Alexander II, Emperor and Autocrat of all the Russias, once again like my father seek to maintain the relations and alliances between our three Empires. That is the reason that I am now writing this message to you in hopes that you feel the same way, as such the Russian Empire would like to extend the agreement between our Empires and keep the peace in Eastern Europe, as we have done for the last two decades. |

[align=center] A Statement Regarding the End of the War and the Discontent of Vienna[/align] During the conclusion to the War with Sardinia-Piedmont, France, Spain and the Netherlands, in which we were most shamefully forced to surrender, a group of esteemed aristocrats, based primarily in Vienna, but also in other areas of the Austrian Empire, rose and took arms in order to correct the incomprehensible absolutism of the Austrian monarchy. In their rising, inciting the populace disgruntled by the war with a platform that the recent performances of the Army were solely to blame on the Kaiser, they held Vienna with a force numbering just shy of 30 000 people. Due to the pressing need for all armies in Italy, the Kaiser was forced to relent without a shot being fired. Nearly 100 days after the Uprising had claimed control of Vienna, they were successful. The rebellion demanded a parliamentary structure, based primarily on the British and American systems, in order to check the Monarchy's actions, and a system of Democracy for the Aristocratic Elites to stand in two Houses in Vienna to partially dictate foreign policy, still headed by the Kaiser, who retains executive control of government. None of the Royal Family were harmed, and only minor property damage and small theft has thus far been noticed. As a result of this, all Ambassadors have been recalled to Parliament for review, and shall be returning to their Embassies within the next few weeks. Furthermore, the trust that had been placed upon Austria as the Protector of South Germany and Italy has been violated, and she has been deemed 'not fit' by many. We have, and with this statement announce our Will to continue and extend these efforts, endeavoured to reenarmour Austria as the correct Guardian for these regions. The South German Confederation, despite initial wariness, has returned to the fold, as are others. It is a natural result of our defeat in this last War that we must change our stance on Sardinia-Piedmont. We are still of the opinion that it is reprehensible of that government to neither conduct any visitations to our Ambassador there, nor send any letters to our Foreign Office here in Vienna, and then attack a nation that has always been under the Protection of the Austrian State. However, we wish to put forward that we welcome the above telegram sent from Sardinia-Piedmont, and expect much greater correspondence, should they ever seek to do business with Austria. [align=center] THE UPRISING IN VIENNA 1856 [/align] The otherwise peaceful thoroughfares of Vienna were transformed into scenes of sudden tumult as revolutionaries took to the streets erecting barricades and chanting slogans. The Prussian Ambassador to Austria dispatched an emergency telegram to Berlin providing news of the protests and requesting soldiers to quell the uprising. Initial orders were issued for Prussian divisions to march to Vienna, but it was soon realised by the Prussian General Staff that units would not arrive in time to prevent the capital from falling to the revolutionary brigades. Understanding from the most recent Austrian communiqué that the source of the unrest stemmed from disaffected aristocrats, it is hoped that this group of nobles, having sought and secured the restitution of ancient privileges, will remain content with the concessions they have gained and will refrain from inciting the population to further uprising. The Prussian Government is pleased to understand that no member of the Imperial Household has been harmed in the turbulent events, and is likewise pleased to take notice that a level of stability has been restored to permit the return of foreign diplomatic missions to the Austrian capital. |

The Embassy of the Ottoman Empire noted the rebellion. While the dissatisfied Austrian rebels seemed to have no interest in confronting the meager number of guards, there was no chance of any Ottoman brigades being able to make it to Vienna to assist against the rebellion in time, and we noted no requests to do so either. Know that should the Habsburg monarchs ever need the assistance of the Ottoman armies, they will stand ready to serve. As the Sublime Porte itself is striving towards slow democratic developments, we hope to pass through the second half of this enlightened century alongside our two great neighbors, Austria and Russia, stronger than we ever were. The grandness of the Austrian sacrifices in their war with France, only to spend some of their leverage to return lawful Ottoman Territory, shall never be forgotten. May the bonds of friendship between our nations be forever unbroken. We shall see to it that the return of the jewel of the Austrian crown - Venice - shall never fall to the reactionary nationalists in Italy again and we congratulate Austria and Russia in their victory.
