As the descendents of the Confoederatio Helvetica, we strive to maintain our neutrality in European Affairs.

Goals of the Swiss Confederation:

-As stated by our Constitution: The Confederation shall strive to preserve the independence of Switzerland and its welfare; it shall, in particular, contribute to alleviate need and poverty in the world, and to promote respect for human rights, democracy, the peaceful coexistence of nations and the preservation of natural resources.

- Maintain neutrality

- Improve economic power

- Maintain purity of Swiss people

-Negotiate the return of Neuchatel from the Prussians

- Perhaps bring new lands into the confederacy, hopefully with naval access.

Seine Exzellenz,

We greet the Swiss embassy in Vienna warmly and with the utmost respect.

We also wish to state that we are firmly comitted to upholding Swiss neutrality, including from any overwhelming foreign influence in the foreign office, and we should be perfectly prepared to offer a defensive agreement with Switzerland to ensure their continued defense.

SWISS NEUTRALITY
1836

The Kingdom of Prussia extends our salutations to the Swiss Confederation and expresses our intention to respect Swiss neutrality. Moreover, the Prussian Diplomatic Corps will not permit any infringements of Swiss territorial integrity and will, in conjunction with our colleagues in Vienna, be pleased to sign [should Austria agree] a commitment to work alongside Austria in safeguarding the neutrality and territorial integrity of Switzerland.

Relating to the communiqué released by the Swiss Government characterising relations between Austria and Prussia as a “continuing struggle for German domination,” the Prussian Diplomatic Corps wishes to clarify that the diplomatic correspondence between Vienna and Berlin has been most cordial and productive in nature. There are, of course, minor points which remain to be discussed, but we have every reason to believe that there is broad agreement between Austria and Prussia regarding the future of the German Principalities.

The Kingdom of Prussia is particularly pleased to understand that Switzerland will maintain her policy of engaging in commercial relations with the Prussian State, and would appreciate the chance for the Prussian ambassador to meet with representatives of the Swiss Government to discuss investment opportunities. We look forward to close and communicative ties between our two countries.

The Swiss government wishes to make its opinion known. In regards to the French proposal, this is unacceptable for the Swiss government. We will not join the French sphere, as it compromises our neutrality, and any attempts to sphere us will be swiftly dealt with. The Swiss nation has no plans of letting any nation gain access to Swiss territory for military means.

The Swiss government will allow foreign troops to enter Swiss soil, on the condition that they remain there for the duration of the war, and may not be moved. These will be considered war refugees and will not be allowed to leave Switzerland until conclusion of hostilities. This is to prevent the manpower of the nations nearby Switzerland from being eradicated from war. This scenario would hurt Swiss economic relations if our neighbors were to lack manpower to drive their industries, therefore we offer ourselves as asylum to all foreign soldiers who do not wish to fight any longer/ cannot fight due to encirclement. Now of course the Swiss government must care for its own citizens first, so we ask that for every thousand troops that remain in Switzerland, a fee of 10,000 pounds sterling a year be transferred to the Swiss government for housing costs.

In response to the Prussian government, we formally apologize for our misconception, we of course hope that all talks between Vienna and Berlin are productive, we also hope that a compromise will be reached. We of course will not join a German union, but do consider it a vested interest to have a seat at any pan-German discussions. If it is acceptable the Swiss would like to request a chair at the German Federation Discussions, we wish to make sure the cultural kinsmen of a large portion of our nation are well cared for.

The Swiss government would also like to offer ourselves up as the place of international discussion and treaty signing. Treaties will be enshrined with Swiss guarantees of security, we will also offer ourselves as moderators for any discussions to prevent heated topics to come to yelling at the conference table, something our nations are surely above.

With regards to colonial claims, the Swiss had hoped to acquire the port of Dijibouti on the Coast of West Africa, this small portion will be a good place to further Swiss economic business to Far East Asia. We also wish to have a place where, similarly to our military position, can be made for Naval Ships. We do not pretend to be any major naval/ military power, but we pride ourselves on being neutral observers.

We therefore offer Swiss doctors and democratic election observers to any nation willing to have them. We know the rest of the world is not as fortunate as Switzerland, and we therefore want to make sure that they are not left in the dust of Swiss economic growth.

Sincerely,

Hans Binggeli

After some consideration France has decided to revoke demands on Swiss joining our sphere of influence and offer a non-aggression pact with a clause that neither nation will allow military access to potential enemies of signers. However we warn Switzerland that, should Prussia,Austria or Germany at some point wish to annex Switzerland we will not be able to protect it.

Greetings! Out of all the nations of the world we feel that no other nation than the Nation of Switzerland has a leader whose skill at arm, diplomacy and economic developement perfectly match the nation he is governing. We believe that the Swiss are so lucky to have a leader such as you and that such grandeur and skill would be wasted and mismanaged if you were to be born to another nation such as the Ottoman Empire.
