Having an interest in the continue stability of East Asia, The Netherlands would like to form bonds with the Japanese government and develop proper colonial borders in the region.

The Dutch government is willing to surrender any claim to previous Spanish colonies in the region and any claim to the Pacific islands, sans New Guinea and Bismarck islands. The Dutch government is also willing to offer the Japanese access to the uncolonized areas of North Borneo and Banjarmasin in exchange for a treaty of security for the Dutch territories in South Asia.

Amsterdam finds this a fair deal between two civilized nations and wishes for nothing but peace with the honorable nation of Japan.

The Italian government is apalled and verily saddened by the way the Japanese responded to our acquisition of part of Philippines.

Thus,

having an interest in the continued stability of East Asia, Italy would like to form bonds with the Japanese government and develop proper colonial borders in the region.

The Italian government is willing to surrender any claims to any other region in South East Asia, sans the part of Philippines it acquired.

The Italian government is also willing to offer the uncolonized regions of Banjarmasin and Borneo in exchange for a treaty of security for the Italian territories in South East Asia.

On top of that, Italy is willing to pay a 150k pounds fee to the Japanese as a token of goodwill, should our treaty be drafted up and accepted.

Russia is puzzled as to the reaction by the Japanese government to the recent conflict between us. Rather than engage in comprehensive review as to why the unfortunate recent event occurred so as to prevent it from occurring again, Japan engages in in its usual arrogant belief in the irrelevance of Russian power in the Far East. The new government should take note that we had supported Japanese control of Manchuria under previous government, a prudent government which did not needlessly antagonize.
