The United Kingdom of Great Britain and Ireland greets the Empire of Brazil. If it is acceptable to the Emperor, we would like to sign a defensive alliance with Brazil, in order to better enforce the Monroe Doctrine. Fear not, Brazil will not be obligated to assist The United Kingdom, we simply would like any British intervention in wars of conquest against Brazil to be legitimate.

President Van Buren has personally sent a letter to London thanking them for continuing to take the lead in enforcing Monroe Doctrine.

While America is unsure how much a defensive alliance would help the Brazilian people as our military is nothing internationally significant, we would like to offer a similar defensive alliance to Brazil ensuring Brazil does not need to come to the aid of America, but that America would come to the aid of Brazil in the event of invasion.

President Van Buren formally invites Brazil to send a high ranking diplomat to Washington Dc, so that they may be a founding member of the League of Nations.

We wish to form a common bond between Brazil, Chile, Mexico, and USA through the creation of an institution to bring more transparency between our great states.

While the League of Nations is broad in scope and vague in detail towards the parameters of it's reach as an international institution, regardless Van Buren believes such a precedence of open policy and trade between our nations will only breed good natured competition and possibly lessen the chance of military conflict between the Americas.

The São Paulo Declaration

The Brazilian Empire is happy to announce, that an agreement with Chile, over the future borders of South America has been found.
The current claims and future borders have been made public in the Brazilian embassy.

The Empire of Brazil furthermore declares, that, should a third power attempt to acquire land in South America, hinder Brazil or Chile or threaten the sovereign territory of either Brazil or Chile, this will be considered a hostile act. The empire of Brazil will react accordingly.

In accordance with the Monroe Doctrine Brazil will not make any attempt to acquire land currently still under colonial rule.

There will be a new treaty this week, following Brazil's insistence to heed London's manipulation in Africa, USA fears it may need to back off from full-fledged cooperation with Brazil until the African question finds clarity. USA does not wish harm on Brazil, however Brazil's decision to become another proxy conflict for the United Kingdom against France has caused the negotiations over the Statue to hit another snag.

USA has been in negotiations with France over a potential treaty involving USA renouncing its efforts at African colonization in return for the statue. A temporary anullment of treaties with Brazil or lessening of impact of the treaties are both on the table right now, subject to change as Brazil and France decide to discuss or not discuss colonial negoations in Africa.

That being said, we do not fear the Brazilians plight in USA's absence, as they are a nation among equals and are more than able to defend their sovereignty.

With the war raging all over Europe the number of people leaving the continent to start a new life in the United States, Mexico or Brazil has reached an all time high.
Our government is most concerned about the safety of these people, as it has received multiple reports of civilian ships getting dangerously close to being accidentally involved in the hostilities.
Considering that most of the ships in question are not in the best shape to begin with and many being hopelessly overcrowded a simple misjudgment could easily lead to disaster.

We encourage all belligerents to do everything in their power to ensure the safety of civilian ships, furthermore we suggest the establishment of protected shipping lanes for civilian ships, so they may safely leave the European waters.

The Mexican government agrees with the Brazilian sentiments and thanks the UK government for there protection of the sea lanes. Every civilian lose is a tragedy and we must ensure that as few civilians die as possible. With this in mind the Mexican government pledges 40 of our ironclads to escort civilian shipping across the Atlantic.

The Brazilian government is most pleased with the statements of the British and Mexican governments.
It is good to know that we do not stand alone with out concerns.
With the Brazilian navy currently undergoing some reorganization, we currently do not have the means to properly patrol the northern Atlantic, but we do believe that the British and Mexican efforts will help safe many innocent lives.
