President Van Buren has obtained approval from congress to put forth his plan to help consolidate sovereignty of all the American nations. Signers of this defensive alliance treaty would gain full membership, with a right to veto any policy put before the League of Nations.

*January 1836 - Russian aggression into the Pacific -

President Van Buren drafts a proposal to station American troops in Edo in response to Russian aggression over the Japanese Islands, and American Alaska.

USA continues to pursue diplomatic solutions over Alaska and Japanese sovereignty with Russia, however Van Buren has pledged to square off with Russia over further colonization of the remaining Alaskan territories.

Update - As Per the Brazilian veto, P4 members will not be subject to providing support conditionally or unconditionally with honorary members of the P4 (Japan has been retracted as an honorary member for the time being due to Brazilian veto).

While President Van Buren retracts his proposal of unilateral response to the threat in Edo, he hopes any America involvement in the Japanese islands will not upset his Pan American constituents.

-Effect - Japan Removed from Honorary League of Nations membership at this time.

The Brazilian ambassador would like to clarify certain things.

First of all the Brazilian government is rather irritated at the increasing number of honorary members in the League. He would like to inquire what the point of those honorary members is. Especially since we do not recall ever getting any say in the admission of Japan.

Furthermore the Brazilian government has neither the means nor any obligations to intervene in any conflict that might arise in east Asia or Europe for that matter.
While the concept of a pan American alliance has our full support, a global alliance, meddling in affairs on the other side of the planet, does not.

Brazil is currently neutral in all affairs not concerning the American continent and will not allow itself to be dragged in to troubles overseas. If the United States government wishes to involve itself in those, we are afraid it is on its own.

Japan and Spain's admission is subject to veto by any sitting member, including Brazil, if Brazil wishes to veto the admission of either it is in their right to do so at the league of nations without the fear of retribution.

While America agrees isolationism from the Western Hemisphere is important to a point, establishing ties through the league of nations is a way to face external threats in a unified stance or to reestablish the bounds of what constitutes an external threat are things worth discussing in this public forum.

Until further notice USA will continue to make separate treaties with Spain and Japan, and hope those wishing to deal with the P4 continue to do so in a transparent and honest way. While the League of Nations is not meant to circumvent each nation's sovereign embassies, it is meant to provide a public forum for our collective will and ambitions.

Then we have our first charter, subject to be approved or vetoed by any permanent members of the P4; No Honorary member of the League of Nations will be subject to unconditional protection from any member of the League of Nations.

(OOC I understand this seems like beligerent and wide-ranging politics, but in my opinion that's what historically America's first attempt at international diplomacy through the League of Nations was, something that albeit good in the long term was ahead of it's time in ambition for cooperation and impact)

USA has updated the active policies and has removed Japan as an honorary member of the League of Nations for the time being due to Brazilian Veto. Japan can regain honorary status if it gains unanimous support from all four permanent members of the P4 at a later time.

Due to the massive influx of immigration to our nations over the past decade, it has been hard for families to stay in touch with their relatives back home across the pond. I ask all members of the Pan American Alliance to attempt to generate a census of the amount of people living in their nations and places that seem to be forming Ghettos of massive (come on let's be real we all know I'm talking about the Irish, but the Japanese are soon to have massive emigration as well, so we could be welcoming koreans as well) immigrant communities.

The United States of America wishes to point to Europe in concern over the recent threat of war by the British government towards a haphazard declining empire of Espana. The following statement was posted by the British diplomat on the Spanish embassy:

"Her Majesty is most displeased with the Spanish blunder that harmed both British international standing and British logistical control of the Pacific. Spain is to surrender the North African port of Melilla to the control of the Royal Navy or face, 'prompt and utter destruction'. A single year shall be given for the Spanish government to respond. "


This strong-armed tactics of offering war or peaceful cessation of lands is a bad precedent to set in our modern age. USA asks it's Pan-American counterparts to stand vigilant in the face of such hostile rhetorics by a nation that has so much influence in our own hemisphere. As the British Empire is a global empire, it's actions cause diplomatic ripples bigger than the entire British Navy could not hope to replicate if it sailed in full around the globe.

While the Americans do not wish to intervene on the behalf of a nation we have no common cause for, we must highlight this action and be prepared for the inevitable future that such breaches of sovereignty by one nation over another could be possible for us as much as it is possible for them.

The only course of action the Pan American alliance can rationally do in response to such brazen hostility by the worlds hegemonic power is to build infrastructure our nations and fortify our positions in case European rivalries bleed over into our hemisphere.
