[align=center] [/align][align=center]The Empire of Japan[/align] Recently an expedition from the United States of America arrived at our shores. We were content remaining on our islands and having no diplomatic contact with any other states. However the news the Americans brought with them has necessitated a radical change in our approach to dealing with the other nations of the world. The Europeans insatiable desire for conquest shows no signs of abating. If we do not change our ways then we will soon find ourselves a target and soon after that a colony like so many others. Therefore we establish this embassy to ensure that at least one corner of this world will be free from European colonisation. Foreign Policy China has become feeble and weak. They can no longer defend themselves or their neighbors from attack. We must take it upon ourselves to protect the other peoples of east Asia. They are under threat of colonisation at any moment so as soon as possible we will dispatch our armies to Korea and Manchuria to help our friends defend themselves. Whilst we are there we will also be showing them how to order their society in a more efficient manner. Of course we will have control the lands ourselves for a while in order for them to gain a proper understanding of this. Unfortunately our armies are currently insufficient to help China like we will be the Koreans and Manchurians. However Japanese control of the island of Taiwan and the major ports along the Chinese coast should be able to prevent any colonisation of China. The Chinese I'm sure will be eternally grateful for our help. Further afield we will do what we can to prevent the European takeover of Asia and the Pacific and help many others in developing their societies. We understand not everyone will be spared but we are open to discussions about keeping as many of our brothers as possible free from subjugation. Alliances The United States of America opened up our eyes to the world and has agreed to help our efforts to defend freedom in Asia. Austria would like to discuss the possibility of military co-operation with Japan. Austria recognises Japan's place as liberator and defender of asia, we would seek to ensure that during this fragile first period Japan has the reassured backing of not one but two great powers on two continents. Austria would also look into the possibility of loaning or granting money to the Japanese regime should an agreement be worked out. We hope that Japan considers an offer of an alliance as well as a possible monetary transfer to the Japanese government in the future. ~ Eisenblutberg |

The Czar has concerns of Japanese expansion at the expense of sovereign Russian claims, as our two nations have been neutral and somewhat isolationist in the other's affairs, and with Japan's new ambitions to overtake the Qing as the dominant Asian power is something we are not sure is good or bad to our own interests. We request the Japanese make more clear statements, and guarantees to not annex those certain regions the Russian Empire has laid claim to in Asia. We would be willing to cooperate with Edo in certain aspects of helping the Japanese grow from a regional power to that of a possible global one, but only if we have the assurance that Russian territory is left unharmed. Paris is pleased that Japan has decided to cast off its sakoku policy and interact with the world. We do not wish to see Japan fall into moribund disrepute, as has befallen the Qing Empire of China. We would like to send a military mission to help your navy to develop, this mission is projected to occur around 1860. We have no claims in Korea or China, and we do not dispute any opportunities that Japan may pursue in these regions, provided that they do not conflict with those claims of our allies. France would respectfully suggest that, as they are lacking naval power and the close ties that we have with your new allies in the United States, it would be in the Japanese interest to consider an agreement with France rather than with Austria.

President Van Buren would request foreign nations to be cautious when attempting to make binding agreements with Japan outside of the League of Nations (P4+1 or Pan American Alliance + Japan) that would hinder the growth of our new-found alliance or weaken our collective position at the bargaining table. America would ask Japan to apply for honorary membership of the League of Nations so that their path towards westernization is overseen by the 4 pillars of true Western (hemisphere) Democracy, and so that decisions pressed on Japan at the barrel of a gun would carry with it the full weight of the entire P4+1.

Note that under the rules, all players are obliged to be active in diplomacy. There is no compulsion or game regulation to heed the posted American request that diplomacy with Japan go to another thread other than the Japanese Embassy. If anyone is posting to this thread and failing to recieve a timely, reasonable reply because it was posted here and not to another thread started by another player, please report it to the GMs immediately. Austria is concerned that France should try and make alliances mutually exclusive. Austria and France are both beneficial alliances for Japan, and Austria is confused as to how allying with Austria would make Japan unable to ally with France. Austria would encourage Japan not to believe in mutual exclusivity and pursue an alliance with both nations. However Austria would suggest that an alliance with the UK would give more naval power to the Japanese cause than either Austria or France could provide. ~ Eisenblutberg |

In these regards, the Russian Empire will now extend protection to the Chinese substate of Manchuria and the Korean Empire, due to the obviously insane remarks of Edo. The Czar has mistaken the Japanese statement of Sovereignty as aggression, and are appalled by the Russian reaction to the Japanese and American attempts at stability in North East Asia. This aggressive stance by Russia in the Pacific will not be tolerated.

His Majesty questions whether the Japanese position towards Russian territory in the Pacific also applies to British ownership of naval ports on the coast of China. If this be the case, then The United Kingdom must too support the continued sovereignty of Manchuria and Korea.

Van Buren assumes any slight towards the UK from the P4+1 is a communication breakdown. USA asks Japan to review any policies that may incite British Parliament, such as claims on Hong Kong and Shanghai.

After conferring with the American government, Britain shall rescind its claim to Shanghai. But any Japanese claim of Hong Kong, or aggressive move shall be met with an appropriate response.

Van Buren thanks the UK for such swift diplomacy, and we would like to also publicly announce that Hong Kong being in the hands of anyone other than the British would put that nation holding Hong Kong at the point of British and American barrels until such a Crisis is brought back to this statued status quo.

In this time of crisis in the North Pacific, President Van Buren believes it prudent to establish ties with Spain to alleviate fears they may have over the Phillipines following the decision by Spain to sell Cuba and Puerto Rico to USA. We believe it would be in the best interest of Japan to establish ties with Spain and try to come over a compromise over Japanese and Spanish interests (if there are any other than retaining Phillipines) in the Pacific so that we isolate Russia from any potential friends against us America and USA in their push for hegemony over the North Pacific. USA does not expect Japan to see eye to eye with us on every issue, but we hope through compromise everyone can obtain something to come out positively from this interdependence USA is attempting to create.

Austria would like Japan to know that our support for their development into a fully fledged and secure nation is clear. We also hope to hear from then concerning our private messages to clarify their position on various matters. We hope that the USA does not try and micromanage every aspect of the Japanese foriegn policy and that Japan can be allowed to negotiate with powers such as Austria, Russia, the UK and Spain on its own terms. ~ Eisenblutberg |

Following Japan's greed over their colonization of the Pacific, USA is forced to call upon the Japanese ambassador to fully explain the meaning of undermining American claims after years of aiding the Japanese in their efforts to westernize and grow into a strong empire. While we do not view Japan as an irrational threat destined to fight any and all he can, a theory much of the international community claims to think, we are concerned at this breach of protocol and lack of transparency in the Japanese agenda. Actions a nation would do to a rival or an enemy, but not to a longtime ally. America hopes an official rebuke and a treaty over colonial overlappings can be resolved and we can resume our amiable relations in the Pacific.
