The GMs discovered after the session, that Scandinavia had been illegally participating in an offensive war by NGF against Russia. The presession treaty between them was solely defensive, and neither GM nor a number of players not involved in the war could remember a midgame offensive alliance being posted in the chat either. The relevant rules are Alliance and Treaty Rule #2 (An alliance is only valid for the type(s) specified by the treaty) and potentially Alliance and Treaty Rule #3 (A midgame alliance must be announced publicly in the proper format at the time it is formed and a treaty made after the session ends to confirm it) The GMs apologize for not catching this sooner. At minimum, Aland will be forfeited back to Russia, and the standard penalty applied to Scandinavia for each rule violated. The GMs will communicate the final and official decision here in a timely manner. |

Following a further investigation, it is determined that at minimum, Russian cores will be restored over Ukraine, so that Russia player, whoever it may be, will have a free CB to restore it. The other GM (Felicity) is thinking over the new facts that have come to light and by midweek we should have some final decisions made. The other GM has spoken with the Russia player. Seleukos declared his resignation at that time. I can only say that I am disappointed that he had so little regard for Felicity and for the community, as to do that before all the facts could become known and decisions could be made. I am moreso disappointed in the actions of the people who prosecuted the illegal war. NGF has now taken responsibility for instigating the war call, which makes him the illegal participant once called in. However, the Scandinavian player must still take responsibility as well under War Rule 1 as the original attacker, and he should have known enough to check with the GMs when the rules do not allow for valid alliances other than those posted publicly. Everyone here knows the requirements by now. We have talked about them alot during the first two sessions. You MUST have the proper treaty type signed the before the session, OR it must signed publicly in game chat before it becomes valid, and then it must be further validated after the session by a public treaty post. Scandinavia had no reason not to know it, and thus to say no to the NGF player, when the GMs would have told him he could NOT do the actions that NGF was requesting him to do. |

The rules scuffle that took a few days to resolve this week is over. The bottom line is there was a misunderstanding, purposely or no, about the alliance rules. Whether this actually stemmed from one person, or a wrong understanding of definition is up to the people involved. A reminder, though both Kristjan and I don't feel this is necessary whatsoever: All alliances must be stated either on the forum before the game, or in game chat followed by a forum treaty ASAP. There is no time limit on this (ie, you can form the alliance in game chat, and then immediately declare war following a forum treaty) the important part is that there is some public declaration that will semi-warn the people around you. There is no such thing as a secret alliance, though agreements out of the public eye can be held as long as there is a declaration before any hostile actions are taken. It would be wise for everyone to reread the rules carefully to avoid such issues in the future. These are just about explicitly stated in the already written rules and there was very little ambiguity. Therefore, the following actions will be taken: -NGF and Scandinavia will both take the normal penalty under the rules. (Breaking Alliance rules 1, 2, and 3.) -NGF will be placed on probation. This means any further rules penalty by him will result in immediate expulsion from the game. (Breaking Alliance rules 1, 2, and 3, on top of already having a strike in session 1.) -Aland will be returned to Russia. (Illegal war, no offensive alliance) -Russian cores will be returned to Ukraine, and NGF is directed to unsphere and unally Ukraine as soon as possible. (Illegal war, no offensive alliance, NGF will financially benefit from it until removed) There is no Russia sub lined up, and unless a secondary power volunteers by Friday, or another person is found, I will be subbing Russia for only one (1) session to recover from the mess it's in from negligence and make it look more attractive for a new player. Whether Russia will be considered neutral at this time is tbd. If anyone has any questions, feel free to talk to Kristjan or I on Steam or via PM here. |
