How do I make lighting effects such as sun rays like in prowlies at the river?

you need to either:

a. mix a white paint with low alpha

  • go into the Color Mixer panel
  • choose a white paint
  • lower the Alpha slider. The lower the slider, the more transparent the paint..
  • click on the Color Mixer's panel menu (top right of the panel) and choose 'add swatch'. This saves the new colour to your swatches
  • Now simply create your light-rays by painting them with your new transparent white paint.
-or-

b. create a solid white light-ray, convert to a graphic symbol and then lower its alpha.

  • choose white for the Fill Color and paint your light-rays.
  • Now select the light-rays and hit F8 (Convert to Symbol)
  • Enter a name (lightRay) and choose 'Graphic' and click OK
  • Now your light-ray is a symbol in the library, so you can adjust its alpha, tint, brightness, etc..
  • With the light-ray symbol on the stage selected, open your Property Inspector (Ctrl+F3)
  • choose Alpha from the 'Effect' dropdown list and lower the slider.

Yah thats the way I made the lighting for my waterfall. WHICH ONLY HAS 2 MORE FRAMES AND ITS DONE.

I'd jst like to say that adam rules at flash! And that if I could be half as good as him I'd be more than happy! One more thing... How do I do the shadows?
It would be a great help.

shadows can be done the same way as lightning rays, but you have to use black instead of white.

But it depends on what the shadows are for. I prefer to use the method described above, when I have to animate the shadows or sunrays. If the shadows stay static troughout the movie, then I prefer to use the color of the object, lower the brighness a bit, and paint where I want the shadows.

making the different part of the arm a symbol , and tweening them works, but it doesn't really look good. Take my advice, and just exercise on animating the arms frame by frame. It may be hard in the beginning, but after you got some practice, it'll go better and better.

I've tried but i'm not that good at flash so it looks crap or it goes all jumpy and it takes forever. Does Adam do it frame by frame?

I have one movie on newgrounds, but it's no frame by frame movie, and I hate it. It's a movie I made 3/4 year ago. I became A LOT better in the meantime, and I'm busy on a new project for the moment.
