Your finesse and control are getting better Rade, and I quite enjoy the skulls. :-)

Time to improve your basics:

1. You need to block in base values and not just scribble in the color. The flag in your second picture is exactly what you need to do EVERYWHERE. Set down big flat tones, then go back over them and shade them with a low-flow brush (you can adjust flow at the top of the window).

2. Contruct your characters with shapes, please. Even making a stick figure with a box for a pelvis and ovals for the hands, feet, ribcage, and head are okay. Get your characters into more active poses.

3. Try spending a long time on one piece. I'd like to see something more finished from you.

4. When you're working in photoshop, ordering your layers well can definitely help a picture look better. My layer order top to bottom for a typical picture is something like:

Plain white BG -> original sketch -> Background -> Character colors and shading -> details, highlights, etc -> Final linework.

So roughly 6 layers, but there are hardcore people like Noob that often paint all on one layer. I just don't recommend it, especially for a beginner.

5. Stop using exclusively saturated colors. It makes the picture look flat and cheesy. They have a time and a place to be used, and it is not "All the time" and "everywhere". :P

Thanks for those crits Anghenfil. Your too kind. Ill go take what you learn and go back and make adjustments to all of them. Iam having trouble understanding using layers for my paintshop.

I guess so, I don't use Paint Shop and haven't since I was in highschool or so. But, some of the options are like Corel Painter, such as Dry Media Layer, Wet Media layer, etc...

Those are color adjustment layers Rade, just like they say. Play with them and you will start to understand what they do. ;)
PSP has a very good help file system as well, if you dont understand what something does, go and look it up in the 'ol help files. Everything is explained fairly well.
It looks like you are using a much higher version then where I left off at (version 7), and I never bothered to upgrade past then because I got PS instead. I'll try and help you out as best I can though dude. If you have any specific questions, PM me. ;)
