Possible eagle sighting

Hello,
There is a fairly recent posting on the IWS Facebook site from RobandPatty Ott. Clicking on their Timeline Photos shows a photograph taken in Washington State of a bald eagle with orange bling with 03 written on it. I haven't heard any mention of the sighting in the updates, so wondered if this bird was a Catalina Island eagle.

Banded on: May 31/07
Fledged on: June 20/07
Where Now? Seen at Pardee Reservoir Oct 29/07 & Nov 3/07 Catalina Update: Nov 7/07
Catalina Update: March 14, 2012. Spotted spending some time with an untagged eagle at Lake Elizabeth, CA.
Catalina Update: April 4, 2012. Seen again at Elizabeth Lake, CA with another adult. May be paired.

Hancock wildlife has webcams on the Chehalis River, but I do not follow them, so I do not know if K-03 would be in the area of the cams. http://www.hancockwildlife.org/index.php?topic=chehalis
