Unihemispheric Sleep

Hello! I watch a few eagle nests, mainly AEF's NEFL nest. With unihemispheric sleep, are eaglets hatched with that capability, or does it develop as they grow? The eaglets seem to sleep so soundly, doesn't seem the unihemispheric sleep is 'activated'. Thanks for your help!

I'd assume they are born with the capability, but from what I've read, bald eagles don't need to use unihemispheric sleep much because they are the predator and not the prey (they don't have to keep an eye out for predators while they sleep).
