I've read I think the first 40 or so issues and I've read the first 20 issues twice. 28 seemed like a good jumping on point for me. I have all the Essential Collections.

Just read "Villains United #1".

So...about the "Secret Six": Mockingbird was Lex Luthor, right? If so, then one of DC's cutesy little in-joke actually made me laugh. On the final page of Villiains United #1 they show how each of the Six will get one continent to rule. Cheshire gets Asia, Ragdoll gets Europe, Deadhsot gets North America, Scandal gets South America, Cat-man gets Africa and Parademon gets...Antarctica?!! (shitty deal for him). Oh yeah, and since Cat-man is a replacement for Fiddler, does that mean FIDDLER was their original pick for Africa? Sheesh....guess Kite-Man was busy.

Anyways, what's missing from the continent list? Australia.... which would presumably go to Mockingbird/Luthor.The same continent that was Gene Hackman's one request from General Zod in "Superman II". "Lex Luthor: ruler of Australia!" ---25 years later and that still cracks me up.
