They don't have damage problems except against superheavy troops like ulmish blackplate or anakites, and you generally don't want them getting shot up, so blood is a weak bless for them.

Even against low prot troop, +2-4 damage per hit is extremely good, and exactly what they need. They start at 13 damage on their best attack, and 13 damage against even moderately high armor like 15-16 is very underwhelming. D9 is an excellent idea for the same reason.

The blood vengeance part isn't as good as usual, mostly because they fly, which is a natural protection against evocations. But it's far from useless, and it do help against heavy infantry quite a bit.

With a blood pretender, bootstrapping into blood is quick and easy. Only the research part sting a small bit, because the diversion for the B summon is relatively long, but then you end up with Onaquis and demonic sacred troops, so it's all worth it in the end. I do think it's concentrating on a national strength when they are that good with blood ; it certainly is better than blood as Hinnom.

Why 10 dom on your demilich? Is it just so you can cram more Eagle Warriors in per fort per turn? I could see it if you were aiming for the domsummoning Onaquis, but that's higher up the Blood tree than I think MA Mictlan can reasonably get.

My experience of Tlahuel bootstrapping is that it is slow and painful and doesn't come online unless you have a long, camping-style lategame situation (turn 70+).  You could do that on a large-map game, but i'm dubious about it's relevancy in a regular game compared to simply focusing on actual national strengths like eagles, mict priests, and priests of the sky.

I'm fighting against a Mictlan player now that got it online much sooner than that. Now that it is that late, he has pretty much the full blood arsenal that other ages of Mictlan bring.
You also can get away with a minor blood bless if you don't want to invest the points for the major since, as Ohlmann pointed out, the strength bonus is absolutely noticeable against almost any target that the eagles are facing. The Priests of the Sky are also excellent when working with Ozelotls, since it means that you can bring a flying priest to bless them. I also agree that they and eagle warriors are worth basing your national strategy around, but I don't think that this precludes a dip into blood.

I've had some success in blitzes with a highscales/high dom dormant jaguar with fire and blood minors. The majors aren't really necessary in this instance (they're great, but this is built around rushing blood 6 and spamming eagles), and you can bootstrap very quickly. I usually grab some battlemagic and then go straight up blood. A Tlahuel pays for itself within 3 turns of bloodhunting. With 75 or so slaves built up first(5-7 turns of pretender bloodhunting), you're able to have a 75+ slave income in rather less than a year of hitting blood 6.

I was thinking of it in terms of mictlan's normal blood slave usage, so Ozelotls and Leech, but actually Blood Rain and Rush of Strength both synergize really well with eaglespam.

The only issue is that I think Corazon's big bless might be worth more than a dormant blood bless, in terms of that.

Plus I found that all the scales - even prod - are so effective as ma mict, the extra gold pushes you over from 'scary' to 'downright terrifying' and the magic makes mict priests better researchers, luck gives you mictlipoctli and early events are very valuable for someone who wants to palisades-spam as soon as possible, high dom helps spread the scales faster and you want it for max eagles, and with prod I found the moon warriors complemented eagles really well, giving the enemy something to stay focused on while the eagles hit them in the rear/flanks. Also helps supercharge expansion, if you have something to send with a turn's worth of jags.
