There is two kind of fear weapon.

The tests have been done with modded weapons, adapted as needed.

There is two kind of fear : Type I and Type II (I don't think you can distinguish them in game, but the mod inspector call them that way). Type I is used by the Gaze of Fear weapon of the scorpion men (a conj 8 national summon). Type II is used by the howling bows and ancestral swords of LA T'ien Chi. Each have 2 effect : one on the moral statistique, and one who can force moral check. Both type can do friendly fire : friendly squads and commander hit by either type I or type II fear weapon will have lowered moral, and squads hit by either can be forced to do moral check because of the weapon.

Moral lowering effect

Type I reduce the moral of anything hit by X, where X is the damage of the weapon. It's 100% automatic. Units immunized to moral (moral 30 or 50) ignore that, as usual.

Type II reduce moral too, but it don't seem automatic. As far as I can tell, units have ~20% chance of not getting the moral penalty, independant of base moral, Magic Resistance, or being size 2 or 3 (I tested with enkidus and humans). If it don't resist, it get -X moral, where X is the strength of the fear effect.

Moral Check

Now, some reminders on moral. At the end of any turn, each squad and each commander who fill certain condition do one moral check, and the commander/squad rout if it fail it. Squad and commanders never do more than 1 moral check per turn. The manual have more explanation, and a not-quite-accurate list of condition who force moral check.

Both type I and type II fear force *commanders* who are hit to do a moral check at the end of the turn. Type I also seem to automatically force a moral check on squads, but not type II.

My observations for type II fear :
* if the affected squad have 4 units or less, it will do a moral check as if it took damage this turn.
* else, the squad will do a moral check as soon as it have at least 20% casualties. As far as I can tell, the "heavy loss" rule pass either automatically or significantly more easily (in my test, the opposing unit had 30 soldiers, and consistently routed as soon as it lost 6 soldiers, with as few as 5 other soldier being wounded, where the manual imply you need at least 6 casualties and 9 either wounded or killed to force a moral check).

Based on that, I believe units in squad hit by type II fear count as being "wounded", like if they were under 80% HP and took damage this turn, for moral calculation.

I did not try to cross tests spells like Panic, Frighten, and Terror or the Fear ability. I believe that the spells behave either like type I or II weapon fear, and that the fear aura work like a type I fear weapon who automatically hit anyone in the fear aura. I don't know if I will be motivated enough to test that.

For modding purpose, both type of fear seem to continue to force the moral check in the exact same way even if they are damage 0 ; in that case, they don't lower moral but force moral check all the same.
