Different spells for different uses.

Gozu Mezu are two pretty elite demon heavy infantry with magic weapons. Definitely the better choice for army v army battles, mages can make short work of a Shura but as you say Gozu Mezu are more hp. And there are two of them, and they have magic weapons, and you can definitely think of uses for them (as you have demonstrated).

Shura is a commander and ok at leading demons. Useful for a needs not eat army and can carry a bane venom charm. Oni General or Dai Oni can do all that too, but the Shura gives much better morale to his subordinates. Shura are also natively amphibious and make tolerable thugs; the game I recently won as Yomi I won in part because I sent three of them to take an underwater throne. With only my pretender using W magic and not enough A for a barrel of air, native amphibians that could kill a throne army were very useful.

It's also worth remembering that Shura are only Conj 4 while Gozu Mezu are Conj 6.

I wouldn't spend all of my D gems on Shura, but I wouldn't spend all of my D gems on any one thing. Yomi has some unusual tools in their toolbox, part of playing them is knowing when to use what.

Shura die. I've seen them die. They need gear to live, or to be used as troops (not thugs). Gozu and Mezu are super-heavy elite infantry with 2x the hp of Shura, but they still need buffs to live. They do live, and you get 4x the hp weight of them for less gems, with buffs.

If you're buffing stuff, though, i'm not sure why you wouldn't want 10 shikome for the cost of a single shura, or 7 shikome for 2 gozumezu. The Gozu will hold a line better/survive for longer, but the shura have no advantage that I can see at all. The shikome kill a LOT better, the gozu are tougher, the shura have a fear aura but meh. The sole thing about them is that you can gear them and send them out solo, but i've had vine shield + brand shura die to random trash, or a single d1 mage.

If you spend 30 D gems on 3 Shura and put them all in the same square and send them out to kill PD without support or something, okay, but a human sorc, a few gems, and 8 shikome will do that job for you (which should also just be left to bandits or oni or other non-D summons), leaving 22 shikome to rip and tear in main force battles. Yomi has trouble winning fights, especially on enemy terrain. Why you would choose units that will die to any magic, magic weapons, or even a solid hit over units that will rip and tear with buffs I am extremely unsure.

Hm. Dormant Dragon King, Dom7 W9 T3S3H0G3L3M3? It's not like the W blessing helps only Shikome. You could also sacrifice two scales for a Celestial Carp with +1 dom, +4S and a stronger chassis.

To my experience it's completely true that Yomi has problems winning against actual armies even when throwing a huge amount of resources in.
Eagles may soar high, but weasels don't get sucked into jet engines.

Shura and Shikome have different uses: Shikome is used for power-vs-power armies battles, while Shura is a raider to compliment Dai Oni.

Shura with a brand, Vine Shield, Flying boots or Shademail Hauberton is a sweet first-strike raider vs light PD. He can die to a random arrow or D1 mage.. well, any thug may die to a random S1 mage with astral gem casting paralyze. This risk is a toll to be paid to use thugs.
