actually, since Vista sucked so badly, and I am madly in love with Bill Gates and want to Father his Butt-Baby, they rushed the intro of the next OS that was going to come after it. OS 7 was not supposed to come out until about 2011 but they are getting it out faster since no one likes Vista and it is such a resource hog.
If you think about it, why the fuck should you have to do major hardware upgrades to a computer just so an OS will run good.
