After the ultimatum, 5% of the enemy's soldiers will immediately convert, at least 25% of those that did not convert become distrustful of the 'allied soldiers' around them, fearing they may be defected soldiers. Confusing and demoralizing the enemy unit(s)(-5), for that turn while causing small internal damage for 3 turns. Sorry for the next couple lines of Starwars nerd quote....
