From experience I've seen where everyone control their own nation gets moving faster, and is a lot of a less of a strain on the 'host'. Besides the point that if you like a specific city faction then you might unintentionally favour it, which could cause some problems. All and all it may be easier just to do everyone is a city, or if someone wants to they could a person in someone else's city (Although its prefered if you are an entire city). In other words my vote is for the first. |
