As far as I can tell, it would require either a huge set of synchronized projecters, to make what appears to be one full 3-D image, or one projecter that is capable of projecting directed light at multiple levels and colors, which would be more practical and portable, but probably harder to make, considering the complexity required. Virtual Reality goggles + suit would probably be easier and more practical.
Goggles might damage your eyes because they're too close. There are some devices that you use only your mind to use. Might be able to make them work the other way...

But.. that would probably require the cables directly hooked to parts of your brain so they can activate it... that would require brain surgery... which is pretty dangerous.

Perhaps lenses inside your eyelids? It's a good sci-fi concept that would be pretty cool. (It's used in the Uglies trilogy.) And if it's goggles, then they might have to screens: a screen to display the data, and another screen over that, to filter the light.
Kids! Bringing about Armageddon can be dangerous. Do not attempt it in your home.

Well, why can't there just be machines that produce holograms? No goggles or what not will be needed. :r

You connect the machine to your computer or something of the sort.

Another question: How will a normal person be able to pay for that level of technology?

That is a good question. Only some millionare would be able to...

Why would a terrorist need that?
