to achieve this glitch you need to overlap 2 identical room, but they should be lit in 2 different colors.
the bad news is you have to put it on the map BEFORE the tiles linked to it, or the glitch won't work. of course this will cause a sky glitch...

I don't think I understand. It looks like the tile changes color when you are halfway across it. But what use is that? What am I missing?

It tells you what base your headed for? At least I think that's it.

I'm not sure what the use is either. Is it to let players know they're headed the right way or to confuse them?

yes
some ctb maps are very confusing, even with blue / red lights to differentiate the bases you can still be confused and walk in the bad direction (for example the map "serpentine" at the map connection)
