No, bite inhibition is where they learn (usually as puppies) how hard they can use their mouths without hurting or causing damage. It's why puppies have such nasty sharp teeth!

So a dog that has it will be very unlikely to hurt another dog in a scuffle, it's an evoluntionary design to allow packs to live together without damaging each other and so also the pack.

Most dogs know full well how hard they are using their teeth, it's just whether they have learnt not to hurt people/dogs. Fred's is rubbish, although I have noticed him pulling his bites recently the times he does decide to bite me these days, so obviously they can learn when they are older! Just he should have learnt not to touch me at all!
