I want to create this scene with moving clouds. How should i go about this?

You can make decent clouds with render time not to horrific using the after burner plugin to make Max clouds. The Dream Scape plugin also has some great cloud features. Using the standard 3dmax paritcle system it's possible to make decent vlumetric clounds, using the blob mesh or other items. I've no experiance making anything decent with max clouds except using the Dream Scape plugin. It does sound like an easy Vue project though.

In 3ds max - Dreamscape. Its a little techy to start with and there is a slight learning curve but VERY quickly something you can overcome when you find out what the settings are for.

Secondly You can get panorama textures that will create that scene for you. They come in many different formats like 180 degress, 360 degrees and full hemisphere textures to be used with a sphere. for more information check here http://www.marlinstudios.com/products/pano/pano.htm

Theres the vue 7 option (vue 8 released soon) A program specifically for landscapes, scenery and atmosphere design. It is absolutly easy as pie to work, but is a bit expensive especially if you get the xstream version but intergrates scenes directly into 3ds max. Only drawback is you would really benefit from a 64 bit machine and a renderfarm because render times are slow. Vue 6's renders are even more slower.

Finally theres a program called terragon 2 the first version is free but terragon 2 is a program that needs to be paid for. Its a node based program and creates landscapes, water, atmospheres. Rendertimes are a bit faster than vue depending on your pc specs,
