Clark actually came in first by a hair, with a score of 78.5 to Couillard’s 78.2. Saskatchewan’s Brad Wall was No. 3 with a total score of 77.1.

The Canadian public policy think tank ranked premiers using three categories: government spending, taxes, and deficits and debt. Premiers came out higher if they exercised fiscal prudence, paid down debt, and reduced or maintained tax rates.

“As provinces prepare their annual budgets, it’s important to emphasize that sound fiscal policy is a crucial driver of economic well-being,” study co-author Charles Lammam said.

I (and probably everyone else) never thought that Quebec would be at the top of the list, I thought the bottom. Things are changing it seems. Not surprised that Ontario is at the bottom.
