I have a level 46 Rapidash already that knows Flamethrower and Fire Blast. At this stage you should have at least a flying Pokemon at Level 23 or more. By the time you get to Veilstone, you should have a Level 29 or 30 flying or psychic because you know that Maylene has a Level 30 Lucario by now.
