 No, it's neither Whitney or Carl. Besides, is Carl had been in every episode, why wouldn't Donny have? Neither of those two were introduced until episode 2, however, when Golden Youths was. You might want to look over chapter 1 of Johto and sift through them, which characters haven't been in all of the recent episodes.

And PikaGod, my exact words were "one of which doesn't exist yet (to my knowledge)[your new Rangers], and the other a) has been deleted, never to exist in the first place and b) I don't know what it looks like [the Megazord].
