I'm wondering if this stuff would be sturdy enough to mold over an air-hardened clay Dredd shoulder sculpt?

It may, but I wouldn't trust the air hardening clay though...I have found it to be quite brittle over time...I tried to make a vac forming buck out of it as I wanted to test the vac former I had made...it lasted two pulls before showing damage.

So I'd be better off doing a more substantial sculpt, maybe MDF skimmed with body filler etc.

I would Darren. It also depends on whether you plan on moulding it too mate....If not I'd probably have a bash at using EVA foam. It's fairly easy to work with, heat formable and you can sand it too...I love it for costume stuff now.
