Glowing effect? Just right-click on the layer, click blending options > Outer Glow and configure your settings there. Note: Photoshop Elements 7 might be the reason you don't have this, it might only be in the Creative Suite series. But I may be totally wrong. @Eir - Hmm, I don't think they need to be removed, but definitely 'lessened', by that I mean make them stand out less, so they aren't so distracting. If you removed them completely the picture would look very monotone :/
