Glowing effect? Just right-click on the layer, click blending options > Outer Glow and configure your settings there.

Note: Photoshop Elements 7 might be the reason you don't have this, it might only be in the Creative Suite series. But I may be totally wrong.

@Eir - Hmm, I don't think they need to be removed, but definitely 'lessened', by that I mean make them stand out less, so they aren't so distracting. If you removed them completely the picture would look very monotone :/
you're completely correct , I can't do that :l , but i messed around with Hue/Saturation (Create Adjustment Layer > Hue/Saturation) , Brightness/Contrast (Create Adjustment Layer > Brightness/Contrast) , Levels (Create Adjustment Layer > Levels) , Photo Filter (Create Adjusment Layer > Photo Filter) , and Invert (Create Adjustment Layer > Invert).
They give you somewhat of a glowing effect , which Creative Suite version do you have?

how much did that cost :blink: last time I checked PS CS4 regular it was like $600
I might get it , if its under $350

EDIT : woah wtf 800.01% save on Amazon [Amazon linky]
Is that one as good as the regular edition?

lawl , thats the one i lost the PSD and PNG for , found it on photobucket. thanks so much

time to enlarge in PS , hopefully not to much distortion

okay enlarged it 250px height with 350px width , my normal settings
finished version is 500px height with 350px width
