Lucipher got his account back and I think I know why.
For those who played classic, you might be familiar with the name snake slava, he was the first and second person to get 99 ranged. It's a funny story, jagex thought snake was cheating because of how fast he was getting 99 ranged, by the time he got it, jagex banned him for macroing, and snake slava made another account, went to jagex headquarters and got 99 ranged again, becoming the 2nd person to get 99 ranged aswell. The thing is, jagex seems to mix macroing with the speed of the training some players manage to get, so I have some doubts about these "macro detections systems". I bet a similar story happened to lucipher, not only that, assuming he's playing since classic and have been a member since then, he have spent around 480 dollars in memberships, and just for one mistake, that if the "mistake" was even real, getting permanently banned after spending so much effort, money and TIME is just too much. I think the one who needs to learn about this is jagex, judging too quickly is NEVER wise, logical or fair; 3 characteristics Jagex seems to slack a bit.
